Abstract

The presented study examines the fundamental prerequisites for the emergence of digital platforms, which would provide a global view of the role that platforms play in creating a new organizational model — an ecosystem of high-tech industries.

Aim. In the context of industrial digitalization, the study aims to substantiate the creation of a modern mechanism for coordinating high-tech market participants within a single economic and organizational space — an ecosystem based on a cross-industry digital platform.

Tasks. The authors analyze the international experience of implementing digital platforms, identify problems and provide recommendations for solving them in the context of digital platform implementation in the Russian industry.

Methods. This study uses general scientific methods of cognition in various aspects to analyze the current vector of industrial development driven by the introduction of ecosystems as a new organizational and economic model; describe the principles of their formation, possible structure, and main differences from traditional cluster and network models; substantiate that an ecosystem model allows its participants to achieve a positive synergistic effect in the implementation of their strategic development goals in the context of digital transformation.

Results. The issues of using the tools of an industrial digital platform to facilitate the interaction between participants within an ecosystem are considered. Platform solutions in the industry show great promise in terms of analyzing large amounts of data, reducing transaction costs, and obtaining “perfect information”. The direction for the implementation of cross-industry digital platforms and creation of ecosystems in the near future is characterized.

Conclusions. Digital cross-industry interaction within the framework of a common platform will expand external communications and promotion channels, making it possible to introduce digital business models and diversify production, but also requiring compatibility between the systems of industrial enterprises and a functioning digital platform and cloud environment.

Abstract

The presented study develops theoretical and methodological foundations for assessing the fiscal sustainability of the constituent entities of the Russian Federation in perspective.

Aim. The study aims to develop a systems approach to assessing the fiscal sustainability of the constituent entities of the Russian Federation in the medium and long term.

Tasks. The authors analyze the major approaches to assessing the fiscal sustainability of federal subjects and determine the significance of quantitative and qualitative assessment methods in the development of a methodology for assessing the fiscal sustainability of federal subjects in the medium and long term.

Methods. This study uses scientific methods of cognition, analysis and synthesis, comparison and analogy, systems and institutional approaches to assess the fiscal sustainability of federal subjects.

Results. The authors examine the major approaches to assessing the fiscal sustainability of federal subjects developed by Russian scientific schools and disciplines; approaches used by state and local authorities; approaches to assessing the fiscal sustainability of federal subjects used by international and national rating agencies; foreign experience. In general, this implies the development of a universal system of indicators for assessing the fiscal sustainability of federal subjects.

Conclusions. It is substantiated that under the current conditions of new challenges, particularly in the context of the coronavirus pandemic, it is necessary to assess the long-term balance and sustainability of the budgets of federal subjects using a systems approach based on quantitative and qualitative methods, making allowance for the medium- and long-term prospects to make efficient management decisions at different levels of the economic system.

Abstract

Aim. The presented study aims to develop a methodology for implementing CRM management in an engineering company to optimize relationships with counterparties (suppliers and subcontractors).

Tasks. Within the framework of the study, the authors 1) develop a general scheme for implementing CRM management in an engineering company to optimize relationships with counterparties and 2) test the methodology for implementing CRM management on a Russian engineering company.

Methods. This study is based on risk management theory and uses general scientific methods, such as the systems and integrated approach and economic analysis, to substantiate theoretical assumptions and rationalize the conclusions.

Results. A methodology for implementing CRM management in an engineering company to optimize relationships with counterparties (suppliers and subcontractors) is proposed.

Conclusions. The study provides recommendations for engineering companies on how to select counterparties in the form of a list of reliable suppliers and contractors recommended by the company’s board and top managers.

Abstract

There is an understanding in the scientific community and business circles that the pace of change has never been as high as it is now, and organizational changes affect all organizations in all sectors of the economy. Change management involves creating appropriate representations of the organization as an object of change – hence the relevance of examining the conceptual models of organization.

Aim. The presented study aims to examine the development and evolution of the conceptual models of organization in management theory and practice, with the definition of the type of organizational culture serving as a reflection of the dominant worldview that defines organizational management.

Tasks. The authors systematize the conceptual models of organization, identify features and trends in the development of the conceptual models of organization, propose an information processing model for the formation of organizational management that would substantiate the diversity of the conceptual models of organization.

Methods. This study uses general scientific methods of cognition and analysis of scientific works of foreign and Russian authors on management.

Results. The conceptual models of organization are examined, and the type of organizational culture characteristic of each model is identified. An information processing model for the formation of organizational management is proposed, substantiating the genesis of the diversity of the conceptual models of organization. The study shows that there is no single universal model of organization.

Conclusions. The concepts of “human-oriented” organizations are developing within the framework of the “entity – management entity” paradigm. The essence of “human-oriented” organizations is reflected in the following conceptual models: the learning organization (P. Senge, M. Pedler, J. Burgoyne, T. Boydell), the requisite organization (E. Jaques), the horizontal organization (F. Ostroff), the biological organization (F. Gouillart, J. Kelly), the yellow organization (C. Graves, D. Beck, C. Cowan), the green organization (C. Graves, D. Beck, C. Cowan, F. Laloux), the teal organization (C. Graves, D. Beck, C. Cowan, F. Laloux). Each organization creates its own organizational model and the corresponding organizational type of management of joint activities based on its history, cultural environment, and worldview of the organization’s members. The developed conceptual models of organization emphasize the transformative role of the organization’s members and the influence of transformative rather than reproductive processes.

Abstract

Current trends in the housing and utilities sector are associated with a value-oriented approach, which implies that the key aspect in designing a product or service is the value received by the consumer.

Aim. The presented study aims to develop a model of an architectural solution for a utility company that implements a value-oriented approach to services by using technologies for collecting and analyzing personalized data.

Tasks. The authors form the value proposition of a utility company (through the example of a water supply and disposal company), determine the role of data collection, transmission, processing, and analysis technologies in the implementation of this value proposition, and develop a model for an architectural solution for a value-oriented utility company.

Methods. This study uses an architectural approach to the design of enterprise management systems.

Results. The study proposes a model of an architectural solution for a value-oriented utility company that describes the interaction between the user and corporate architecture of value proposition implementation. This model serves as a basis for creating detailed requirements for the services of application architecture, data architecture, and technological architecture of the utility system.

Conclusions. The architectural model of a utility company should make allowance for the requirements of compliance with the principles of value-oriented activity - from business services to IT systems and technological architecture. Personalized data collection is one of the most important conditions for the implementation of a value-oriented approach. A model for integrating data processing technologies in the architectural solution of a utility company will allow it to develop and implement the services necessary for value proposition implementation.

Abstract

The presented study reviews practically relevant research papers in the field of network structures, modern network business models and platforms.

Aim. The study aims to elaborate and explain the concept of network structure and platform and to show the reasons for the progressiveness and potential of network organizational structure at the current stage of socio-economic and scientific development.

Tasks. The authors highlight the main scientific ideas about network structures in business, including significant studies in this area; provide and explain the main terms and definitions and examine the key characteristics of network business structures; characterize “platforms” as an important concept for modern business and show the relationship between platforms and network structures.

Methods. This study uses analysis of information and subsequent synthesis of new knowledge in the form of the authors’ conclusions and a wide range of relevant scientific publications of Russian and foreign authors, including original publications in English and French.

Results. The history of network structures is briefly provided. Definitions and characteristics of such concepts as “network structure” and “platform” in relation to business are provided and explained by the authors.

Abstract

The presented study focuses on a comprehensive analysis of digital technologies in the context of formation of priority directions for the development of regional socio-economic activities and deepening of business segments with allowance for the creation of innovative potential of economic entities.

Aim. The study aims to develop a comprehensive approach to the formation of scenario approaches for the development of regional socio-economic systems in the context of the structural reorganization of the global economy.

Tasks. The authors identify directions for the development of regional socio-economic systems in the context of digital technologies; assess the potential for entrepreneurship in segments that ensure the progressive development of regional socio-economic systems; develop recommendations for improving the performance of economic entities at the regional level of management.

Methods. This study uses general scientific methods of cognition to comprehensively analyze the impact of digital technologies on the operation of regional economic entities within a common information space.

Results. Business structures serve as a driving force in the use of information and communication technologies as they make it possible to increase the efficiency of production and provide competitive advantages in the long term. The structure of the global market of goods and services is transforming due to the rapid development of innovative technologies that accelerate the transition from the idea to the final product, its distribution and service. The global market determines the vector of progressive development based on the achievements of digital technologies in the long term. New organizational forms of regional socio-economic activity have formed under the influence of Internet technologies, reflecting the transition from marketing assessment of consumer behavior towards business models based on intellectual capital.

Conclusions. The world’s largest IT companies have become major players in the international market of goods and services within the global digital space. Networking between economic entities is influenced by the dynamically developing active investment activity of leading enterprises. The capital market is currently transforming due to the increasing investment in international projects and programs by consortia and integration groups with the participation of major companies and countries that have the potential of using digital technologies. Global investment flows tend to increase in the segment associated with “mass-market” technologies. New opportunities for the development of entrepreneurship have emerged – for example, in the field of online games, e-commerce, and storage of database arrays. This process will inevitably reinforce the importance of global enterprises using intellectual capital and comprehensive analysis of data of the digital space of regional socio-economic systems. Global and local digital markets are transforming entrepreneurship, creating new organizational forms for its implementation in regions that have the potential to create intellectual capital as a tool for solving national socio-economic problems.

Abstract

The presented study analyzes the processes of creating ecosystems in the context of external challenges and increasing the level of competitive market environment and global digitalization of business to develop a strategy for the digital transformation of an enterprise.

Aim. The study aims to assess the practicability of creating ecosystems when developing a strategy for the digital transformation of traditional (“defensive”) enterprises and to provide recommendations for their utilization.

Tasks. The authors analyze the characteristics, features, and typology of business ecosystems; substantiate the need to analyze and use the capabilities of business ecosystems in the development of a strategy for corporate development in the digital environment; describe the essence, key aspects of development, and propose a modular structure for the strategy of the digital transformation of an enterprise; develop a conceptual framework for the strategic management of the digital transformation of an enterprise; formulate recommendations for selecting ecosystems that would enhance the enterprise’s competitiveness.

Methods. This study uses general scientific methods of cognition in various aspects to propose approaches and a conceptual model of the corporate digital transformation strategy with allowance for the capabilities of business ecosystems.

Results. The authors show that in the context of the developing digital economy, business ecosystems have become a new way to organize economic activity due to their high efficiency and rapid scaling. There are two major types of ecosystems: centralized (transaction) ecosystems in the form of digital platforms and adaptive (solution) ecosystems formed by the orchestrating company to create a new value proposition by joint efforts of partners from various industries through direct interaction with each other. The study identifies stages in the development of a digital transformation strategy based on enhancing the enterprise’s competitiveness through its participation in the ecosystem(s) and formulate recommendations for selecting ecosystems that would improve the efficiency of the enterprise.

Conclusions. Ecosystem development is a business trend that determines the competitiveness of enterprises and improves the efficiency of their operation in the digital environment. Therefore, under modern conditions, an enterprise should develop its digital transformation strategy based on the creation and/or use of business ecosystems.

Abstract

The presented study examines the problems of creating demand for the civilian products of the Russian defense industry in the current context of macroeconomic instability and new challenges.

Aim. The study aims to identify the problems of creating demand for the civilian and dual-use products of Russian defense enterprises in the current context and to analyze foreign and Russian experience in solving these problems.

Tasks. The authors examine priority directions for the “civilian” diversification of Russian defense enterprises, the goals and objectives to achieve them, analyze problems at the current stage of diversification, explore the international experience of diversification, offer directions for the improvement of the process of creating demand for the products of the Russian defense industry in the face of new challenges, particularly the coronavirus pandemic.

Methods. The methodological basis of this study includes the systems and institutional approaches, methods of analysis and synthesis, comparison and analogy.

Results. It is shown that at this stage of “civilian” diversification of Russian defense enterprises, not all branches and enterprises of the Russian defense industry have reached their goals, reoriented production, produced competitive products and sold them. Under modern conditions, the main problem of expanding the output of civilian and dual-use products by domestic defense enterprises is the complexity of the output and leadership of civilian products of the Russian defense industry. The authors prove that enhancing the competitiveness of the dual-use and civilian products of defense enterprises through the implementation of innovative potential in domestic practice and its leadership in both domestic and foreign markets is becoming a prerequisite for efficient diversification in the context of new challenges.

Conclusions. The study substantiates that “civilian” diversification in domestic practice under modern conditions requires a differentiated approach to the enterprises and branches of the Russian defense industry as regards creating demand for civilian and dual-use products from the government and business, with allowance for foreign experience and new challenges.

Abstract

The topic of the study is relevant in light of changes in tax legislation pertaining to the current personal income tax system. From January 1, 2021, the personal income tax rate will change from 13 to 15 percent for incomes exceeding 5 million rubles (applies only to the amount over 5 million), which is basically the first step in the transition from a flat personal income tax rate to a progressive one.

Aim. The presented study proposes and substantiates by calculation a new approach to calculating personal income tax based on a progressive rate.

Materials and methods. This study uses generalization, synthesis, and systematization to analyze the risks and opportunities of the transition from the current personal income tax rate to progressive taxation.

Results. The authors determine that income received by individuals through dividend payments is substantial, while the number of individuals who receive dividends is relatively small, and conclude that income received in the form of dividends can be classified as the so-called “excess income”, which is not defined at the legislative level. Therefore, now it is necessary to introduce and develop a definition of “excess income” in tax legislation and to draw a distinction between the concepts of “dividends” and “remuneration”. It is found by calculation that a relatively small increase in the tax burden on the income of dividend-receiving taxpayers would provide additional funds for the budget system. That said, changes to the system of taxes on personal dividends should be made with allowance for the introduction of a progressive tax rate. The proposal to completely abandon the flat personal income tax rate by introducing fundamental changes to tax rates that would affect almost any category of the population is substantiated. As a result of the proposed progressive tax rate model, budget revenues will increase, tax burden on individuals with the lowest level of income will diminish, and taxes imposed on citizens with income above the minimum level will remain the same.

Conclusions. As a result of the proposed progressive tax rate model, budget revenues will increase, tax burden on individuals with the lowest level of income will diminish, and taxes imposed on the middle class will remain the same.

Abstract

Currently, there is an excess of public investment allocated for the implementation of targeted investment programs related to construction in Moscow compared with the estimated limit, which requires a set of organizational tools for cost management (algorithms, models, methods, tools, etc.) aimed at improving the accuracy and reliability of the estimated construction cost.

Aim. The presented study aims to develop a methodological approach to the organization of construction cost management in the context of public investment, with allowance for the enhanced interaction of executive authorities – both with one another and with other participants of the investment-construction process.

Tasks. The authors analyze the activities of an executive authority in the development, coordination, and implementation of investment programs for the construction of facilities at the territorial level under modern conditions and develop a methodological approach to construction management with allowance for the enhanced interaction of executive authorities – both with one another and with other participants of the investment-construction process.

Methods. The theoretical and methodological basis of this study includes fundamental provisions of management theory, economic theory, cost engineering, pricing in construction, mathematical modeling, project and risk management, practical experience and scientific works of Russian and foreign experts on the problem under consideration.

Results. An organizational framework for construction cost management makes it possible to optimize the interaction of executive authorities – both with one another and with other participants of the investment-construction process – and to use methodological approaches to the formation of a reliable maximum limit of public investment for the purpose of implementing investment programs in construction in accordance with the set limit by establishing an Information Monitoring Center and a database to justify the estimated construction cost, creating and maintaining a database (information resource) containing all information about similar objects in accordance with economic efficiency criteria, monitoring implemented objects to update the database of construction projects.

Conclusions. A methodological approach to the organization of construction cost management in the context of public investment is developed with allowance for the enhanced interaction of executive authorities - both with one another and with other participants of the investment-construction process.

Abstract

The presented study examines the concepts of “environmental marketing” and “environmental product”. The study attempts to conceptualize these terms in Russian language with allowance for the concept of sustainable development and the principles of the circular economy.

Aim. The study aims to develop the conceptual foundations of environmental marketing and its derivative — environmental product, laying the groundwork for future research in specifying the concepts of “environmental marketing” and “environmental product”.

Tasks. The authors examine the current state of environmental marketing and environmental product in Russia in terms of legislation and market practices; analyze the evolution of these concepts in foreign and Russian publications; systematize experience in this field; provide an original conceptualization of these terms; operationalize their key characteristics and features.

Methods. This study is based on qualitative empirical research using such methods as content analysis, synthesis, formalization, and systematization. The theoretical and methodological approach of the study is based on the works of foreign and Russian scientists in the field of environmental marketing, the “green” approach to the promotion of goods, and sustainable enterprise development.

Results. A research gap in the conceptualization of “environmental marketing” and “environmental product” in Russian language is identified. The authors provide an original interpretation of these concepts with allowance for the principles of sustainable development and “green” promotion.

Conclusions. This study serves to elaborate on the scientific meaning of the concept of “environmental friendliness” applicable in marketing, changing the trend of the increasing number of products that fall under the definition of greenwashing. The published materials can be useful for environmental consultants, marketers, and representatives of legislative authorities in certifying products according to environmental standards.
