Abstract

Aim. The presented study aims to identify problems in the implementation of the primary health care modernization program and to propose possible solutions through the example of the Moscow region.
Tasks. The authors determine the role of modernization in the health care industry; analyze the experience of implementing the primary health care modernization program in the Moscow region; build a model of demand for medical services that reflects the impact of such factors as physical accessibility and time costs on the achievement of program goals.
Methods. This study uses comparative analysis, description, generalization, systematization, and modeling to analyze program data for 2020-2021.
Results. Human resources have the most potential for health care activities, which requires support through economic incentives and benefits to stimulate employees. The roles of stakeholders in the organizational management system of the departmental target program are determined, which affects the allocation of limited resources. The spending of budget funds during the unstable growth of modernization costs, where public procurement serves as the main means for achieving goals, is analyzed. Measures to monitor the progress of events and decision-making, engaging specialists and independent experts for a transparent modernization process, are proposed. A model of demand for medical services is built, where time costs are a factor limiting the accessibility of medical care for consumers with low income. It is determined that the demand for medical services becomes more sensitive to changes in time costs, which affects the accessibility of medical care.
Conclusions. The health care modernization program is an instrument of state regulation of socio-economic policy in the field of medicine. The results of this study can be used by economic entities to effectively manage government programs with limited resources. Special attention should be paid to logistics, which is a functional area of project management. There is a need for an independent commission to independently evaluate the interim results of the program.

Abstract

Aim. The presented study aims to theoretically substantiate and empirically test criteria and indicators for a generalized assessment of the level and sustainability of the quality of life in the regions of the Russian Federation in the context of challenges and volatile foreign economic and political conditions.
Tasks. The authors use a system of indicators and the criterion of sustainability of the quality of life to conduct a typological analysis of the distribution and ranking of Russian regions by the quality of life and sustainability of development in 2016-2019.
Methods. This study proposes an algorithm and mathematical tools for measuring the level and sustainability of regional development in terms of life quality based on a group of indicators relevant for current Russian conditions, generically characterizing the attractiveness of living conditions in the territory.
Results. Methods for analyzing and managing the sustainability of regional economic development in Russia under the influence of political and economic challenges and risks are proposed. A method for comparing the ranking positions of Russian regions by the quality of life is proposed and applied. Several hypotheses about the regularity of regional distribution by the quality of life are considered, and the reasons for the violation of the sustainability of social development are analyzed for groups of regions that showed signs of instability during the analyzed period.
Conclusions. Based on the proposed criterion of sustainability of development and assessment of the level of competitive attractiveness of regions and their ranking by the quality of life, the study shows that 43 out of 85 regions were developing steadily in terms of life quality in 2016-2019. Of the 42 regions that showed a decrease in the level and ranking of competitive attractiveness, the majority suffered due to increased unemployment, crime, reduced income, and adverse environmental changes. Increased sustainability of development is usually observed in regions with a high level of competitive attractiveness in terms of the quality of life and the level of economic development.

Abstract

Aim. The presented study aims to produce a set of tools for modeling the development of internet companies.

Tasks. The authors show the competitive advantages of small and medium enterprises; identify the main features of the modern business environment; determine the structure of modern e-business; identify Internet factors affecting a company that implements Internet technologies in its commercial activities; identify the main factors that make the Internet market attractive for small and medium enterprises and determine their readiness to implement e-business; provide an overview of government support for small and medium enterprises in the context of a pandemic.
Methods. This study uses general scientific methods of cognition to analyze the problems of e-business development among small and medium enterprises in Russia.
Results. The development of e-business has produced new functions and business processes, adding fundamentally new qualities to the companies’ commercial activities. The ultimate goal of modeling e-business development is to create a set of tools for the formation of an efficient development program for Internet companies that involves building adaptive economic and mathematical models for managing the development of an Internet company as a complex system.
Conclusions. The formation and rapid expansion of the national market of computer technologies and software, the growing number of Internet users, and the creation of electronic payment systems in Russia facilitate the introduction and spread of e-commerce among small and medium enterprises. At the same time, doing business online involves solving many problems under conditions of risk, uncertainty, and certain restrictions.

Abstract

Aim. The presented study aims to determine the reaction of Russian consumers to the use of digital marketing tools during the coronavirus epidemic and to formulate practical recommendations for companies regarding the use of digital marketing tools in the post-pandemic period.
Tasks. The authors assess the attitude of respondents as consumers (individuals) to digital marketing tools in the Russian Federation and the attitude of respondents as consumers (individuals) to digital marketing tools in commerce in the Russian Federation during the pandemic; formulate recommendations for improving the methodology of digital marketing in the Russian Federation for the post-pandemic period.
Methods. This study uses statistical analysis to test a number of hypotheses. The hypotheses were tested in practice using a questionnaire survey of respondents (individuals) with a focus on the attitude of Russian citizens to the use of digital marketing tools. The respondents were asked questions with one answer, multiple answers, and Likert scale questions. The survey was conducted using Google Forms. Data was processed using IBM SPSS Statistics 24 software and statistical methods, such as frequency analysis, contrast of means, and a number of others.
Results. Digital marketing tools are comparatively analyzed, the effectiveness of each tool and their modifications due to restrictive measures related to COVID-19 are assessed. An empirical study of a group of respondents aged 18–25 was conducted, examining their attitude to digital marketing tools and consumer behavior when faced with different life situations, as well as tools and mechanics of digital marketing. The analysis allows the authors to formulate recommendations on the use of digital marketing tools for an audience aged 18–25.
Conclusions. The study indicates the following changes in consumer attitudes to digital marketing tools under the influence of COVID-19.
1. Email marketing:

  • Email marketing during and after the quarantine has become more popular since there is more time to check mail and read emails.
  • Consumers tend to provide feedback via social networks rather than email.
  • Promotional emails often cause negative emotions or are ignored.
  1. SEO:
  • SEO is becoming less relevant since users primarily search via social networks.
  • Internet users are more likely to get to the official websites of companies via social networks rather than search queries.
  • Choosing between an official website and a page in social networks, the user will prefer to get acquainted with the company and the product in social networks.
  1. SMM:
  • SMM has become a more effective tool, as the number of hours spent on social networks has increased.
  • Users are more willing to write reviews about the product on the company’s official accounts rather than to influencers advertising them.
  • One of the main factors for increasing trust in the company is its active presence in social networks.
  1. Mobile marketing:
  • Mobile marketing is becoming increasingly relevant.
  • During and after the period of self-isolation, the time spent in front of a computer has increased.
  1. Influence marketing:
  • The role of influence marketing is growing.
  • Advertising by an influencer inspires more trust than advertising on the company’s official pages.
  1. Other:
  • User preferences differ depending on the place of residence.
  • Consumer preferences change depending on education.

The analysis allows the authors to formulate recommendations on the use of digital marketing
tools for an audience aged 18–25.

Abstract

Aim. The presented study aims to analyze the problems of identifying risks in infrastructure projects with state participation through the example of the Moscow – St. Petersburg high-speed railway construction project.
Tasks. The authors find ways to identify potential risks at an early stage of the project, which should serve as a basis for building a risk management system that corresponds to common international and domestic practices.
Methods. This study uses general scientific methods of cognition to examine the problems of identifying risks of infrastructure projects with state participation in various aspects.
Results. As a result of the study, it is proposed to view the state as a single commissioner of infrastructure projects, regardless of whether they belong to various independent initiators, and to organize a centralized risk management committee in accordance with best international practices. This would provide a unified approach for the implementation of infrastructure projects and create a natural environment for the rapid exchange of information and experience, thus ensuring more effective management of subsequent projects.
Conclusions. The authors focus on the simultaneous diversity and repeatability of risks arising during project implementation and conclude that it is necessary to establish centralized assessment of most risks with proper organization of management processes.

Abstract

Aim. The presented study aims to examine approaches to anti-crisis personnel management in the context of a pandemic.
Tasks. The authors identify the features of remote work as a method of anti-crisis personnel management and provide recommendations for organizing efficient anti-crisis personnel management in the context of a pandemic.
Methods. This study uses general scientific methods of cognition to analyze the problems of personnel management in the context of a pandemic and their possible solutions.
Results. It is possible to apply recommendations for improving the anti-crisis personnel management system in the context of a pandemic using the model of complementary assets for switching to remote work.
Conclusions. As a modern direction of anti-crisis personnel management, remote work is a promising method of organizing work activities. The proposed recommendations make it possible to adjust an organization's personnel management policy and facilitate the use of different forms of remote work.

Abstract

Aim. The presented study aims to develop methodological tools for assessing the economic aspects of the modernization of vessels operating on the Northern Sea Route.
Tasks. The authors address the problem of economic justification for the modernization and improvement of efficiency of mixed river-sea cargo transport vessels operating on the Northern Sea Route; develop an algorithm and methodology for assessing the economic aspects of the modernization of vessels operating on the Northern Sea Route; determine the economic effect of upgrading the register class of modernized river vessels.
Methods. This study proposes an algorithm for the economic assessment of the modernization of river and sea vessels, which includes the constructed mathematical models for upgrading the class of the vessel and forecasting net income.
Results. The authors assess the economic viability of upgrading the register class of modernized vessels of the Omskiy and Sibirskiy type, which could become more competitive in the future and continue to operate on the Northern Sea Route with high economic efficiency, ensuring the supply of goods to northern Russian territories; form the financial profile of investment projects for the modernization of the considered types of vessels.
Conclusions. Modernizing and upgrading the register class of river vessels and mixed river-sea vessels is a promising direction for adding modern cargo ships to the Russian fleet operating on the Northern Sea Route, particularly in the context of deliveries of goods to northern Russian territories. The performed economic assessment of the modernization of a Sibirskiy-type vessel according to the developed algorithm confirms the economic viability of modernizing mixed river-sea vessels.

Abstract

Aim. The presented study aims to provide an overview of the ground electric transport market and to identify major trends and prospects for its development.
Tasks. The authors examine the specific aspects of the domestic ground electric transport market; determine the state and development trends of the global market; formulate the market’s features that determine its state and directions of development.
Methods. This study uses the methods of comparative and retrospective analysis, cross-country comparison, systems approach, and expert analytics.
Results. The study reveals the features of the development of ground electric transport in Russia. The authors develop a system of factors that affect the development of ground electric transport in Russia, describe the major problems of this industry, and propose solutions. The results of this study can be used in the development (adjustment) of strategies for ground electric transport development in Russia both at the industrial and corporate level, and in the implementation of the national policy in this field.
Conclusions. It is shown that ground electric transport is a relatively new segment of commercial vehicles in Russia. Therefore, the management of its development should rely on foreign experience. In many countries, ground electric transport is a separate industry specializing in providing transport services to a wide range of corporate clients and/or individuals.
