Abstract
There is a national departure from a commodity economy that includes transition from economic development program planning to project planning. This change requires several problems to be solved, such as finding key growth areas to ensure rapid regional development of the Siberian Federal District. Solving the dilemma includes increasing the return on budget funds invested in animal husbandry; improving the potential of animal husbandry, which only provides half of its raw material (i.e., meat) to the market for processing; and providing the market with competitive, highquality goods produced from inedible materials. Aim. We wish to substantiate prospects for Siberian Federal District’s economic development via advanced processing of raw beef farming materials and to propose a mechanism for coordinating the multipurpose use of regional resources at the district level with a view of creating appropriate technological bases, infrastructures, and advanced end-product demand. Methods. Our study uses the monographic and abstract-logical methods, with comparative analysis and forecasting. Results. We predict the development of the consumer meat market in the Siberian Federal District and analyze its resources to help ensure the formation of a unified economic space for industrial processing of beef farming products. The regional complex comprises several competitive clusters: mechanical engineering, leatherworks, wool production, biopharmaceutics, and meat production. We solve the mathematical problems and develop a multifactor model, enabling identification of major raw material locations for processing plants. Conclusion. A complex solution is necessary at the district level: one that requires government support for the formation of a technological base. Traffic, logistics, information technology, and raw material stockpiling should be improved for the agricultural microbusiness, including promotion of the end product in the domestic and foreign markets.

Abstract
Purpose. This study simulates the application of the results of space activities to solve regional socio-economic development problems in the Russian Federation and develops scientific and methodological approaches to its qualitative and quantitative assessment. Tasks. The study aims to specify the definition of the “results of space activities,” and on this basis, substantiate proposals on the correction of the term in legislative and subordinate acts; to determine directions for the application of the results of space activity to solve regional socio-economic development problems; to identify key issues that hinder such application; and to provide guidelines for resolving them. Methods. In this study, the authors use retrospective, comparative, economic and legal analyses, and expert assessment. Source data include the laws and subordinate acts of the Russian Federation, empirical and statistical data on the application of the results of space activity in economic practices and public administration, and information about the level and direction of regional socio-economic development in Russia. This study examines the interpretation of the term “results of space activities” and substantiates the need for its revision, including the modification of legislation; analyzes major directions for the application of the results of space activities in regional development management as well as legal, methodological, organizational, and economic problems associated with these processes; proposes measures for solving the identified problems; and examines ways of assessing the efficiency of the application of the results of space activities in solving regional socio-economic development problems in the Russian Federation. Results. Space activities are an innovative type of activity. However, application of their results in regional development management has not yet become widespread, owing to a number of reasons, including lack of proper assessment of the effects, lack of training, institutional problems, poor technical culture and insufficient hardware and software. It is necessary to focus the efforts of government agencies and the expert community, aimed at eliminating barriers that prevent application of the results of space activities, on certain areas, such as: developing a scientific and methodological apparatus for the assessment of the effects of application of the results of space activities, training the staff of commercial and government institutions, solving institutional problems, and improving the level of technical culture and implementation of hardware and software in organizations that use special (obtained using space technologies) information.

Abstract
Aim. The aim is to performed a comparative analysis of innovative development in Russia compared to foreign countries. Task. Subjects of the Russian Federation show uneven development of various innovative process factors. This study assesses the level of innovative development of the Russian economy at a global scale and simulates the regional structure per the level of innovative activity, which makes it possible to identify growth areas in the innovation market specific to regions grouped per our methodology. Methods. The study uses general epistemologies, comparative analyses, mixed probability distribution models, and regression analyses. Results. Comparative analysis of the level of innovative development in Russia compared to foreign countries revealed innovation strengths and weaknesses. The study simulated the regional structure of Russia per the level of innovative activity, making it possible to identify growth areas in the regional innovation markets.

Abstract
This study examines the implementation of the ISO 9001:2015 standard in quality management systems (QMS) of educational organizations, improvement of their efficiency, and re-engineering of processes in accordance with the requirements of the new edition of the standard. Aim. This study aims to address the issues of the implementation of ISO 9001:2015 in QMS through re-engineering and revision of QMS process indicators in an educational organization. Tasks. The authors outline the phase of QMS transition toward the new edition of the standard and present a process improvement project with allowance for the specific aspects of QMSfunctioning in educational organizations. Methods. The study uses general scientific methods of cognition (analysis, induction, and deduction) to examine the problems of improving QMS efficiency in light of the requirements of the new edition of the ISO standard. Results. The results of the study make it possible to identify certain relevant problems of transition of a QMS of an educational organization and re-engineering of its processes. For example, the application of the systems approach places greater focus on the external environment (partners, potential employers, clients, trainees, etc.) and allows for extensive benchmarking studies. ISO/TS 9002:2016 Quality Management Systems. Guidelines for the application of ISO 9001:2015, which took effect on 01.11.2017, is crucial for organizations involved in the implementation of ISO 9001:2015 in QMS. Systematic optimization of QMS processes is shown through the tasks delineatedby Saint Petersburg University of Management Technologies and Economics, as follows: 1. Dividing processes associated with the external environment into a separate group (core processes): marketing and benchmarking, expanding external relations, and entering into new mutually beneficial agreements with organizations and enterprises (customer feedback). 2. Identifying external factors that affect the environment of an educational organization. 3. Adjusting the organizational structure of the educational organization in accordance with the above measures. 4. Developing (revising) efficiency indicators of all core and supporting QMS processes of the educational organization with due regard for the requirements and indicators of interaction with the external environment. Developing a system of indicators involves designing a system for the assessment of the strategic performance of the educational organization as well as performance of its structural units, processes, and employees. Quality objectives are also determined according to this classification. It is recommended to implement a staff performance system, with “effective contracts,” grades, and KPI altogether, or a similar system that would be better suited for this particular educational organization. When conducting an internal QMS audit, it is advisable to shun the traditional approach used by educational organizations (the compliance approach) in favor of the risk-oriented approach. The objectives of an internal QMS audit according to ISO will always be broader than the objectives of mere compliance control and will include identification of inconsistencies and risks in the execution of both operational and strategic tasks (complying with the quality policy and meeting its goals, etc.). The next step toward the implementation of ISO 9001:2015 in QMS is the revision (re-engineering) of processes, i.e., gradual integration and merging of the management systems of the educational organization. Conclusion. Implementation of the requirements of the new edition of ISO 9001:2015 in the QMS of educational enterprises, which involves re-engineering of processes, includes the following steps: 1. Identifying the performance indicators of the educational organization as a whole (associated with strategic objectives and quality goals aimed at improving the efficiency of the existing QMS). 2. Selecting, developing, and implementing performance indicators for the staff of the educational organization (with due regard for the strategic and operational objectives). 3. Shifting the focus of the existing internal QMS assessment system from a compliance oriented to a risk-oriented approach to the internal QMS audit. 4. Adjusting the corporate culture of an educational organization with allowance for the concept of TQM, improved QMS, and its processes, based on ISO 9001:2015.

Abstract
We analyze the trust risks in a system of social and labor relations among the staff of a modern enterprise to assess risk mitigation to improve the performance of various social, professional, and status groups of employees. Aim. The study aims to determine the range of problematic situations in a system of social and labor relations that cause varying degrees of trust among employees when solving socially important problems. We also formulate conditions for the interaction of employee groups when overcoming crises in an enterprise operation. Tasks. We theoretically and empirically analyze trust risk manifestation in a system of social and labor relations. In addition, we substantiate the need for a conscious perception of employee enterprise operation results and a mechanism for their integration in the self-regulation of crisis management. Methods. Russian and foreign scientist findings in the field of employee group interaction in overcoming enterprise operation crises serve as the theoretical and methodological bases of study, along with content analysis, involved observation, and expert interviewing of employees at St. Petersburg machine-building enterprises. Results. This study experimentally determines trust risk factors in a system of social and labor relations, focus and dependency on the managerial decisions at an enterprise, and the perception of production and economic activity by professional, qualification, and status groups of employees. A mechanism for overcoming risks of trust among employees at an enterprise is proposed.

Abstract
Aim. We propose a scientific approach to the classification of territorial mobility of labor resources for identifying practical steps of enhancement and for ensuring the efficient functioning of business entities. Methods. This study uses general epistemologies. Results. It was analyzed major approaches to the classification of territorial labor resource mobility and identify their similarities and differences. Thus, it is possible to provide a detailed description of territorial labor resource mobility and to determine major causes of territorial mobility, satisfying the increasing enterprise demand for personnel. Conclusion. This study proposed an original approach to the classification of territorial labor resource mobility for enterprise needs in the context of territorial mobility, distinguishing two major types of territorial mobility of labor resources, reflecting the specific aspects of external and internal recruitment.

Abstract
This study examines green technology implemented at airports across the world for determining cost reduction methods and attracting more customers. Aim. The study aims to identify and analyze modern green technology that facilitates cost reduction through a case study of airports. Tasks. The authors aim to identify and analyze sources of potential cost reductions and determine the technological needs of passengers and their impact on market share. Methods. The study uses general scientific methods of cognition in various aspects in order to identify and examine green technology, analyze methods of cost reduction based on green technology, present various examples in a structured manner, and evaluate the growth of market share for an airport that uses such modern technology. Results. Airports around the world have long demonstrated that new technology along with proper management substantially improves their over-all quality. This amelioration leads to better market coverage and growing market share, thereby increasing profit. Modern customers select a company that meets the requirements of the high-tech information age such as speed, mobility, price, service, security, manufacturability, and environmental friendliness; a company that realizes the necessity of fulfilling these requirements is capable of securing customer loyalty and leading the market. However, the goal is to not only satisfy customers but also build a well-functioning, clear management structure and to cater to many of the needs of the labor force that works on behalf of both the company and its clients. Conclusion. Development of green technology is not only the future for a specific structure but also a global trend in the development of humanity. The modern world prompts us to find new ways of solving problems, use new technologies, be open to innovative approaches, and think like the humans of tomorrow would. Using green technology is just one aspect of future sustainable development in aviation. By implementing modern green technology, a company not only improves its operating efficiency but also achieves positive results in terms of profits, cost reductions, and service quality.

Abstract
We examine the basic principles of icebreaker distribution along the Northern Sea Route according to their functional characteristics and environmental conditions. We propose a graphic model for the differentiated assessment of the scope of transportation activities with icebreaker escort in the Western and Eastern regions of the Russian Arctic zone. Aim. We assess the scope of activities of the Russian icebreaker fleet on transport vessel escort along the Northern Sea Route. Tasks. Our main objective is to determine the potential of the Russian icebreaker fleet and its functional capabilities; identify the typical routes of transport vessels, volume of transported cargo, ice situation on the route (i. e., the speed of an icebreaker that escorts a transport vessel); and the planned number of icebreaker escorts for various types of icebreakers. Methods. The study uses general epistemologies to assess the scope of activities of the Russian icebreaker fleet on transport vessel escort along the Northern Sea Route. Results. The possibility of navigation along the Northern Sea Route under various environmental conditions makes it possible to build a graphic model for satisfying the needs of cargo shippers in terms of icebreaker escort of transport vessels. Conclusion. We proposed basic principles of icebreaker distribution along the Northern Sea Route per their functional characteristics, and build a graphic model for the assessment of the scope of transportation activities with icebreaker escort.

Abstract
The current research is aimed at studying the financial capability of consumers as a key contributor to resource mobilization and financial well-being of individuals both in the short-run and in the long-run. This spillover effect, generally builds on public spending and consumption, which affects economic growth and development. Goal. To conceptualize and analyse antecedents of financial capability and its effect on the financial well-being on individuals. Tasks. To conduct a purposive literature review on constructs of financial capability; to study a methodology and metrics in aggregating financial capability metrics; to make recommendations on policy implications for effective financial capability accumulation. Methodology. An in-depth selective and purpose approach to literature review was utilized. The analyses is based on a longitudinal assessment. Results. Financial capability is an important factor providing a favourable result in the financial resources formation. Financial knowledge is critical in determining an individual’s ‘financial self-efficacy. The study reveals that, higher financial behaviour is generally associated with more desirable financial behaviours. In other words, objective and financial financial literacy has a positive impact on financial capability, which is mediated by consumer financial behaviour. Conclusions. Policy makers must pay attention to the consumer financial capability levels so that financial toolkits like personal financial education programs allows are targeted at individuals to boost their financial literacy. Our findings suggest that financial education may enhance financial capability. Consumers are more likely to accept financial education because of financial security (e.g. retirement benefits), therefore, individual capacities should be enhanced through rigorous and comprehensive financial education packages.

Abstract
Current article is tend to study and relive the Crowdfunding model adaptation issues in Armenian business environment. Purpose. In developing world creating a better environment for working Crowdfunding models can become a useful tool. Crowdfunding has a potential to create jobs and stimulate innovation in many sectors of Armenian economy. And better understanding the typology of crowdfunding models can lead to creating better background for developing crowdfunding platforms. Problem statement. Determine the sequence of actions for developing successful crowdfunding platform. Which will tend to solve the problem of many start-up entrepreneurs and SME owners, who faces many problems in terms of finance in developing world as well as in the Republic of Armenia. Methodology. In this paper, using the general methods of scientific cognition in various aspects, the typology of crowdfunding models has been examined. Results. The issues of adaptation typical for the Armenian crowdfunding models have been identified. There are many substantial problems that create a big obstacle in the way of Armenian crowdfunding platforms. The lack of consistent trust among these fundraisers, as well as the unawareness of most entrepreneurs in capital management is detrimental to necessary development. Conclusions. Many entrepreneurs encounter obstacles due to limited access to capital at financial institutions. Through suggested guidelines in the article, many institutions and individuals, also governmental institutions can collaborate in a systematic way that allows the regularity, transparency of funds activity, use of funds and progress report.
