Abstract

Aim. To study the features of migration, considered as a factor of stability of regional economic systems, using the toolkit of spline analysis.

Objectives. To describe the impact of migration on regional development; to study the factors and trends of migration by new econometric methods realized on the basis of spline functions; to investigate the evolution of the dependence of migration flows in the context of event components of economic dynamics.

Methods. Both general scientific methods (comparative, retrospective, macroeconomic analysis) and special methods of econometric, economic-statistical and spline modeling were used in the research.

Results. The demographic situation in most regions of the Russian Federation (RF) in recent years is characterized by negative natural population growth. On average in Russia, the coefficient of natural population growth in 2021 amounted to –7.1 ppm. Population growth in the specified year also remains negative in our country –4 ppm. Migration growth plays an important role in achieving positive population dynamics in the Russian regions. It becomes relevant to search for factors and analyze trends in migration population growth in the regions of the Russian Federation. The main factors of population migration in the modern world are socioeconomic in nature. The article defines the indicator of tension in the labor market, i.e. the number of unemployed for each vacancy, as the most significant factor of migration population growth in Russia and its regions. The influence of migration on regional development is investigated, and its peculiarities as a factor of stability of regional economic systems are studied using spline analysis tools.

Conclusions. In the analysis of the impact of tension in the labor market on the trends of migratory population growth it is proposed to take into account the variability of the closeness of the relationship in the conditions of changing socio-economic conjuncture. To study the factors and trends of migration population growth a fundamentally new method — modeling of dynamics by spline functions — is proposed. The constructed spline models of the dynamics of tension in the labor market and migration growth are transformed into growth rate (trend) models by differentiation. The method of spline analysis applied in the study allowed us to assess the consistent changes in the correlation between the trends of migration growth and tension in the labor market. The use of scientific and methodological apparatus of spline modeling in relation to migration processes and the state of labor markets of certain territories, including taking into account new data characterizing regional social, demographic and economic dynamics at the end of 2022, is shown as a direction for further research.

Abstract

Aim. Formation of information and analytical support to justify decisions in the field of responding to the development problems of partner states, cooperation with which is recognized as important for Russia in terms of geopolitical benefits and advantages: member states of the Eurasian Economic Union (EAEU), the Republic of Uzbekistan and the Republic of Tajikistan.

Objectives. To summarize the trends of macroeconomic dynamics of the countries under consideration in 2020–2023; to analyze the priorities of long-term strategic programs implemented by the countries; to assess the prospects for their further development in the medium and long term.

Methods. Within the framework of the study, the authors analyzed open statistical data characterizing the state of the economy of the countries under consideration. The key documents establishing strategic priorities of socio-economic development of the countries in the coming years were analyzed.

Results. Macroeconomic dynamics in the studied countries during the last few years differed significantly, which is explained, among other things, by the heterogeneous impact of economic shocks. All countries have long-term development programs in place, the priorities of which include improving the quality of public administration, accelerating economic growth taking into account the principles of sustainable development.

Conclusions. Strategic programs serve as a significant source of information on priority development directions for the countries and can be used to identify areas with the potential for further expansion of trade, investment and other types of cooperation.

Abstract

Aim. To identify the regions with a high potential for ensuring technological sovereignty of the Russian Federation (RF).

Objectives. To perform a structural analysis of non-resource exports and imports of the RF regions; to propose a methodological approach to the development of typology of regions according to the criterion “the level of import dependence of production”; to identify the regional nuclei of technological sovereignty of the Russian Federation.

Methods. Two-stage structural analysis of statistical data on regional exports and imports with the allocation of the share of goods with low and high level of processing, as well as with the definition of the purpose of products: production or for consumption by the population. The choice of the research period is conditioned by the absence in 2019 of the influence of the factor of the decline in global production during the COVID-19 pandemic in the following years, as well as the absence of the pressure exerted by sanctions restrictions.

Results. 12 types of Russian regions were defined according to the criterion “high, medium and low levels of technological import dependence of the industrial complex”. The second level of the regional typologization depth is determined by the ratio of such indicators as the share of industrial technological export of the region in the country’s export, the share of industrial technological export of the region in the country’s technological export, the share of industrial technological import of the region in the country’s import, the share of industrial technological import of the region in the country’s technological import. Structural analysis allowed us to identify the regions - the nuclei of technological sovereignty of the country.

Conclusions. First of all, it is necessary to study the experience of economic activity of seven regions that have exports of technological products at a high level with a low level of technological import dependence of industry. Among these regions are the Irkutsk, Arkhangelsk, Penza oblasts, the Republic of Bashkortostan, Altai Krai, the Republic of Mari El, and the Komi Republic. Two leading regions of the listed subjects of the Russian Federation deserve special attention: the Irkutsk Oblast and the Republic of Bashkortostan. It is important to highlight the most successful cases of their sectoral development to be used in other territories in order to ensure national technological sovereignty.

Abstract

Aim. To identify the specifics of realization of strategic projects in the Arctic zone of the Russian Federation (RF).

Objectives. To define the actual territory of the Arctic zone of the Russian Federation; to characterize the natural and climatic conditions and the significance of natural resources of the region; to analyze the importance and role of the Arctic zone in the Russian economy, energy and ecology; to identify the features and problems of infrastructure, transport and logistics in the Arctic zone; to establish indicators of the quality of urban environment; to identify the cities of the Arctic zone with the most and least favorable urban environment.

Methods. Based on the strategy methodology of the scientific school of the Foreign Member of the Russian Academy of Sciences (RAS) V. L. Kvint. L. Kvint, a number of factors that have a significant impact on the development and implementation of strategic projects in the Arctic zone of the Russian Federation have been identified. The authors applied the following research methods: data interpretation, information-logical analysis, situational analysis, generalization.

Results. The peculiarities of the development of strategically important projects to be implemented in the Arctic zone of the Russian Federation are due to the fact that the Arctic is a territory with specific harsh natural and climatic conditions and, at the same time, a strategically important region rich in natural resources and, consequently, playing a significant role in the geopolitical context. In this regard, the development and subsequent successful implementation of projects in the Arctic is a complex task that requires taking into account the unique characteristics of the region. The author analyzes the importance and role of the Arctic zone in the context of the Russian economy, energy and environment, as well as the impact of climatic conditions and geographical remoteness of the Arctic on the process of development and possible implementation of projects in the region. The peculiarities and problems of infrastructure, transportation and logistics in the Arctic zone are identified, and the need to ensure environmental sustainability of the projects under development is substantiated. As an important aspect in the development and implementation of projects in the Arctic zone, the authors see interaction with indigenous peoples, taking into account their opinions and interests. The scientific novelty of the study consists in identifying the specifics of strategic projects implementation in the Arctic zone of the Russian Federation, determined by factors of three main groups. The classification including natural-climatic, socio-economic and production-economic factors that constitute the specifics of regional development of the Arctic zone has been developed. The main indicators of urban environment quality are determined and the cities of the Arctic zone with the most and least favorable urban environment are identified.

Conclusions. In the article the authors summarize the theoretical and practical experience of development and implementation of strategically significant socio-economic, environmental, transport projects in the Arctic zone. The conducted research shows the necessity of realization of socially oriented strategy, substantiates the expediency of application of complex approach, taking into account the interests of all participants of the projects, and the balance between economic prospects and preservation of natural resources.

Abstract

Aim. To study the book market as one of the most specific branch markets where scaling is impossible and the only way to compete is to escape from it, and on the basis of the analysis to give an assessment of the competitive environment of independent bookstores in St. Petersburg.

Objectives. To define the methodology of competitive environment analysis; to characterize the market of independent bookstores in St. Petersburg; to analyze the competitive environment of the most significant independent bookstores.

Methods. The authors used general scientific methods: deduction, analysis and synthesis, logical analysis, methods of marketing research.

Results. The strategic framing provides an opportunity to most fully assess the potential not only of a particular enterprise, but also of the industry as a whole. It allows you to assess the similarity and difference of your strategy in comparison with the strategies of competitors. All competitive niches are used by stores to a greater or lesser extent, which means that a new point of sale, in case of entering such a market, should offer innovation of value, and at least at the level of overlap with the practices of other industries.

Conclusions. We have analyzed a segment of the book market - the market of independent bookstores. The stores were divided into competing groups, and their competitive advantages were evaluated using the so-called strategic framework method, which allowed us to determine that the modern market segment has exhausted the potential of the main value innovations proposed at the initial formation. On the one hand, this means increased competition and the need for old players to offer better service, on the other hand - the need for new players to create new values for the consumer.

Abstract

Aim. To identify the interrelationships that contribute to the effective integration and synergy of intellectual, intelligent and smart components in socio-economic formations.

Objectives. To perform a semantic analysis of the process of intelligence; to describe the evolution of intellectual economy; to conceptually distinguish between intelligent, intellectual and smart economy; to identify interrelationships, similarities and differences between intellectual and digital economy through comparison.

Methods. The study applied comparative-historical method, literature review, semantic and qualitative analysis.

Results. The etymology of intelligence was studied, which allowed us to analyze the origin of the term and its historical dynamics. The key sources devoted to the development of intellectual economy were systematized and studied, focusing on the identification of the main stages of this process. The concepts of intelligent, intellectual and smart economy were clarified and differentiated. The key features of each concept are defined and their differences are identified. The intersection of intellectual and digital economy was considered, which contributed to a better understanding of their interaction and interrelation.

Conclusions. The intelligent economy, based on the application of advanced technologies to optimize processes and decisions, emphasizes automation, predictive models, and real-time solutions. The knowledge- and intellect-intensive economy emphasizes the use of knowledge as a key resource, implying the availability of skilled human resources, intellectual property and scientific and technological capabilities. Smart economy focuses on integrating digital technologies and networked solutions into economic systems to achieve greater efficiency, sustainability and flexibility.

Abstract

Aim. To propose an integrated approach to the realization of the company’s digital potential in the conditions of modern challenges.

Objectives. To analyze and evaluate the existing scientific approaches to the realization of the company’s digital potential; to propose its main structural components in terms of the relationship between the capabilities and the company’s ability to effectively implement them; to briefly formulate conclusions relevant for managers of companies carrying out digital transformation.

Methods. The solution of the set tasks was carried out in the context of complementarity methodology with the use of methods of semi-structured interviews, search and analysis of causeeffect relationships, systematization, research and historical design.

Results. The analysis of theoretical developments and business practices showed that digital transformation is not so much an effective use of IT, but rather a comprehensive development of the company based on the systematic application of new digital technologies. In this regard, the company’s digital potential is determined by its internal integrated resource, marketing, organizational capabilities, as well as the key competencies of managers for the balanced implementation of these capabilities on the basis of IT, creating a synergistic effect. A spectrum of new questions for future research is proposed.

Conclusions. The rapid formation and realization of the digital potential of companies in various sectors of the Russian economy allow us to consider it a key concept that must be known and understood if we are talking about the digital transformation of entities. The emerging business practices of companies in this context correspond little to the available theoretical and methodological developments designed for stable conditions of economic development. The key task becomes the research and scientific substantiation of emerging trends. Brief conclusions form the basis for making the right managerial decisions on the choice of optimal options for the realization of the digital potential of the company.

Abstract

Aim. To identify the main problems of handling digital data in metaverses of “smart cities”, as well as to develop recommendations for their solution.

Objectives. To analyze the scientific sources that investigate the issues of applying the metaverse technology for the development of “smart cities”; to identify the problems of data management in the development of metaverse “smart cities”; to offer recommendations on data management in the implementation of this technology.

Methods. The object of the study is the modern concept of digital metaverse as a new stage of transformation of socio-economic systems in the conditions of rapid development of digital technologies. The subject of the study is the problematics of handling digital data in the framework of the realization of the ideas of digital metaverse “smart cities”. The research algorithm consisted of three stages: analysis of publications on the subject of the study in foreign and domestic databases of scientific literature, identification of problems of data handling in digital systems and virtual environments, development of recommendations for leveling the identified problems.

Results. The study shows that the most important resource for the development of metaverse “smart cities” is digital data; it is argued that the main condition for the development of metaverse “smart city” is the formation of a common space of data exchange of the main participants within the metaverse “smart city”. The main problems related to the use of digital data in the development of smart city metaverse are summarized. The novelty of the study lies in the development of recommendations for the formation of a system of handling digital data in the development of “smart cities” metaverse.

Conclusions. The obtained results contribute to the development of scientific direction related to the digitalization of urban spaces within the concept of “smart city” metaverse, and future studies devoted to this topic.

Abstract

Aim. To identify the main key motivational influences of the social package of a modern company and to analyze its application as a tool to improve performance.

Objectives. To determine the nature of the perception of the social package by company management; to consider the interpretation and description of the social package by the Labor Code of the Russian Federation (RF); to show the correlation of the social package and wages as the main motivational factors for employees; to clarify the mechanism of motivational influence of the social package on loyalty, staff turnover, productivity; to propose an algorithm for the formation of the social package of the organization; to present a differentiated mechanism of the social package, which allows to have a significant impact on the motivational value of the social package.

Methods. In the process of research the author used the methods of scientific literature analysis, logical analysis and interpretation of data, as well as description and graphical modeling.

Results. The significance of the social package as one of the main motivational factors is presented. The general mechanism of social package influence on loyalty and turnover is considered. The data allowing to evaluate the perception of the social package by the personnel are highlighted. The list of the main components of the social package that have the greatest value for the personnel is presented. The methods of formation of the social package and its differentiated use, significantly increasing its efficiency, are proposed.

Conclusions. The codified legislative act does not present a clear formalized definition of the social package. Increasing its size can have a significant impact in the direction of increasing loyalty and reducing turnover. When forming a social package it is necessary to take into account the expectations of employees and correlate them with the capabilities of the organization. The development of basic and prospective social packages, as well as the use of a differentiated approach in its provision can significantly increase the motivational impact.

Abstract

Aim. To develop an adaptive mechanism for assessing the co-development of oil and gas industry enterprises and the region.

Objectives. To study the process of evolution of adaptive management and develop methodological approaches to assessing the level of co-development for the oil and gas industry; to form evaluation indicators and determine the weight coefficients of indicators’ significance by means of experts; to analyze the current level of co-development of oil and gas industry enterprises and selected regions, and to substantiate the directions of improvement.

Methods. The authors used the methods of expert evaluations, ranking, multi-criteria evaluation, modeling, index method.

Results. In recent decades, the world is increasingly building megaprojects that are crucial for economic growth and social prosperity of both the region and enterprises. The totality of relations formed between oil and gas enterprises and other economic entities of the region to achieve common goals and coordinate the process of activity, requires an assessment of the degree of fulfillment of their roles, taking into account internal and external factors. This, according to the authors, will increase the adaptability of management of the above enterprises.

Conclusions. The proposed mechanism of adaptive management, which includes external and internal factors, regional resources and development tools, allowed us to assess the interaction between the oil and gas industry and local authorities by calculating the co-development index and sub-indices of inclusion of oil and gas enterprises in the development of the region. As a result of detailed analysis of the calculated indices, the directions of increasing the level of co-development were revealed: for the region — attraction of foreign employees, for enterprises - increase of state programs to support the development of the oil and gas industry. Theoretical significance of the conducted research lies in the development of a methodological approach to the assessment of adaptive management, practical — in the development of effective management decisions both for oil and gas enterprises and for socio-economic development of regions.

Abstract

Aim. To assess the impact of inflation on financial losses and real income of Russian enterprises, as well as to develop recommendations to reduce this negative impact.

Objectives. To determine the financial losses of the enterprises of the real sector of the economy from the impact of inflation and inflation risks; to study and evaluate the relationship between changes in inflation and exchange rates at different levels of market volatility; to give recommendations on the choice of the least sensitive to the impact of inflation technologies of settlement with the creditor and obtaining investment income.

Methods. The author applied quantitative methods of time and inflation factors accounting, methods of system, logical, situational comparative analysis and financial risk management.

Results. Analytical assessments of inflation impact on financial losses, real income and real profitability of Russian enterprises have been obtained. Practical recommendations on the choice of the least inflation-sensitive technologies of settlement with the creditor and obtaining investment income are given. According to the results of the research, evaluation of the interrelation between the changes in inflation and exchange rates, the conditions of application of the theory of purchasing power parity of the national currency of G. Cassel are determined and recommendations are given on forecasting inflationary and currency risks depending on the filling of commodity markets.

Conclusions. The quantitative estimates obtained in this article and the developed recommendations are a theoretical and methodological basis for making adequate financial decisions in conditions of increased market volatility, as well as can serve as a basis for the development and implementation of preventive measures aimed at reducing the negative impact of inflation risks.

Abstract

Aim. To determine the prospects of taking into account the cost estimation of behavioral factors in making financial decisions in modern conditions to ensure a decrease in the levels of fears, concerns of the entrepreneur and, as a consequence, to create conditions for increasing interest in the use of new financial instruments and opportunities for generating new ideas and development strategies.

Objectives. To consider the evolution of the formation of behavioral finance from the introduction of the concept of economic man, receipt of the Nobel Prize in this field to modern research and achievements; to develop a system of behavioral factors united within the groups of financial, personnel and production factors, and to provide for the possible consequences of the impact of these factors, determining the amount of costs that will arise for the economic entity when making the appropriate financial decision; to establish the procedure for assessing behavioral factors.

Methods. The authors have analyzed specialized literature in the context of the topic of this article. The research is based on the dialectical system approach, as well as logical and factor analysis, the use of general scientific methods.

Results. Prospects of taking into account behavioral factors in modern conditions are determined by the reduction of the level of negative impact, fears and concerns of the entrepreneur due to the possibility of their cost estimation and creating conditions for finding more effective financial solutions based on the definition of their effectiveness indicator calculated with the costs that will arise for the economic entity when making the appropriate financial decision.

Conclusions. In conditions of increasing accessibility of financial services and taking into account the developed system of behavioral factors, as well as in view of the possibility of their cost estimation, new horizons for the realization of ideas and potential are opening before economic entities.
