Abstract

Aim. The presented study aims to examine the process of industrial transformation and to assess the level of digital, innovative, and technological industrial transformation in the BRICS countries.
Tasks. The authors examine the structure of the transformation process in general and the major elements of industrial transformation; identify the economic effects of industrial transformation and determine its impact on production processes; assess the level of industrial transformation in the BRICS countries.
Methods. This study uses the methods of ranking and statistical data analysis, the method of formalization, the hypothetical method, abstraction, general logical methods, and other general scientific methods.
Results. Industrial transformation includes three elements: digitalization, scientific and technological progress, and globalization. Each of these elements has an impact not only on the industry, but also on the economy as a whole, causing social changes. As a result, the economy and society need to adapt to new conditions. A study of these processes has applied significance since the results of industrial transformation directly affect the competitiveness not only of individual industries, but also of the economy as a whole. Therefore, it is important to assess the economy’s preparedness for transformation as well as its adaptability to changes and the potential speed of technology implementation. The structure of the transformation process is determined, the elements of industrial transformation and their impact on the economy are analyzed, and the impact of industrial transformation on production processes is evaluated. An assessment of the level of industrial transformation in the BRICS countries is provided.
Conclusions. Industrial transformation is a system of interrelated processes, which trigger not only a technological restructuring of production processes, but also subsequent social changes. The practical significance of the study consists in that it substantiates the need for industrial transformation by determining its major social and economic effects.

Abstract

Aim. The presented study aims to analyze the development of the digital currency market, investigate trends for expanding the use of its tools, identify the peculiarities of the current stage of digital currency use, and consider the mechanism of introducing central bank digital currencies (CBDCs).
Tasks. The authors specify the role and content of the digital currency market and its tools in the modern Russian economy; examine the formation and development of the cryptocurrency market from the perspective of introducing the “digital ruble”; identify regulatory prerequisites that hinder the development of the digital currency market; describe current trends and the mechanism of organizing the introduction of CBDCs.
Methods. This article reflects a comprehensive approach to assessing the effectiveness of the use of digital currency market tools based on the use of economic-statistical and general scientific dialectical methods as well as the laws and principles of formal logic. The conducted studies and recommendations are based on statistics provided by CoinMarketCap. In particular, the methodological basis includes econometric modeling tools used to assess the cryptocurrency market in order to identify its characteristic traits and features.
Results. Under modern conditions, the digital currency market is considered to be one of the main transformational elements of the digital economy. The authors focus on the prerequisites for the development and implementation of the domestic digital currency as an instrument of the national monetary policy and for ensuring the financial stability of the economy as a whole. This hypothesis is confirmed by the analysis and study of the global economic situation in the international digital currency market as well as the peculiarities of the functioning of its key components.
Conclusions. In the modern context, it is important to have a theoretical and practical understanding of the conditions for the functioning of the digital currency market in the national economy and to find a comprehensive solution to issues associated with expanding the use of its tools for the development of the payment system and the formation of a favorable competitive environment.

ECONOMIC THEORY

Abstract

Aim. The presented study aims to analyze approaches to achieving sustainable development proposed by schools focused on strengthening government intervention in economic processes to achieve sustainability.
Tasks. The authors examine publications that address the problems of sustainable development by the representatives of post-Keynesianism, green Keynesianism, and environmental economists; determine the main goals of sustainable development outlined by the representatives of the aforementioned schools and identify the tools they offer to achieve sustainability; assess the possibility of using these tools in the real sector of the economy, identifying their strengths and weaknesses.
Methods. This study uses the methods of analysis and synthesis as well as comparative-historical and problem-chronological methods.
Results. It is found that the examined schools focus on the problems of preserving ecosystems and ensuring sustainable economic growth. Other goals, such as provision of employment opportunities, elimination of poverty and inequality are considered to a lesser extent as resulting from the measures taken by the government for the purpose of the environmental transformation of the economy. It is proposed to introduce various forms of assessment and payment for the use of natural resources and to transfer the flow of investment from resource-oriented towards environmentally oriented industries. The decline in employment associated with such a reorientation can be compensated for by expanding employment in the service sector, reducing working hours, and lowering the retirement age.
Conclusions. Measures of transition towards sustainable development proposed by post-Keynesians, green Keynesians, and environmental economists are mainly based on non-market measures and imply the strengthening of the government’s influence. Some measures, such as increasing taxes on the products of “dirty” industries, are reflected in the economic policies of other countries. Other measures, primarily aimed at eliminating poverty, inequality, and unemployment, are not being actively implemented. It should be noted that not all recipes of theorists can be applied in the real sector since they include radical measures, the practical implementation of which can lead to economic collapse and a decrease in the population’s living standards.

STATE ECONOMIC POLICY

Abstract

Aim. The presented study aims to substantiate a structural model for developing a sustainable development strategy in agricultural production, making allowance for changes in the level of impact of environmental factors.
Tasks. The authors determine the reasons why the Russian agro-industrial complex (AIC) is lagging; identify the specific aspects of forming a strategy for the sustainable development of regional AICs; formulate urgent problems of sustainable development for the agri-food sector of the Russian economy at the federal, regional, and enterprise levels.
Methods. This study uses a reasonable and objective approach to the problem of applying strategic management as a foundation for the sustainable development of agricultural production based on the knowledge of the laws of development of socio-ecological and economic systems and a study of multidirectional factors of the external and internal environment. The methodological basis for the sustainable development of agricultural production includes the concept of sustainable development as a priority at the macroeconomic level; strategy as a planning tool based on consistency with programs implemented at the federal, regional and municipal levels of public administration; methods and tools of strategic management at AIC enterprises.
Results. The key aspects of the institutional-synergetic approach to the sustainable development of the AIC include the need to coordinate all factors by forming coherent goals not only among economic and financial institutions, but also for technopolises that combine scientific, industrial, financial, and entrepreneurial capital into one system cluster structure. The authors formulate the stages of implementing a strategy for the sustainable development of regional AICs, making it possible to come up with measures aimed at reorganizing the structure of the agricultural sector and to overcome the negative manifestations of crises in the Russian economy, thus minimizing their consequences.
Conclusions. During the development of a strategy for the sustainable development of regional AICs, a multiplicative effect arises, making it possible to activate innovation policy and boost the development of other sectors of the economy, improving the population’s quality of life. When developing a strategy at the microeconomic level, it is necessary to make allowance for the specifics of the industry and the mission of a modern agro-industrial enterprise and to focus on solving problems formulated based on the trinity of goals of social, environmental, and economic long-term sustainable development.

Abstract

Aim. The presented study aims to improve the theoretical and methodological approach to assessment and to develop practical recommendations for improving the performance of metal trading enterprises.
Tasks. Based on a study of the essence of the concept of “performance” and assessment models, the authors develop methodological provisions for assessing the performance of enterprises; investigate industry-specific features and factors affecting the performance level of metal trading enterprises; develop a comprehensive methodology for assessing the performance level of enterprises in the metal trading industry; test the developed methodology on metal trading enterprises in the Republic of Crimea; identify potential directions for improving the performance of the analyzed group of enterprises.
Methods. This study uses a wide range of general scientific methods: induction and deduction, abstraction, analysis and synthesis, modeling, systematization of theoretical and practical material. Analytical, graphical, and statistical methods and the method of comparative economic analysis are applied. The research methodology is based on the key provisions of the theory and practice of financial and economic analysis of enterprise activity.
Results. The problem of ensuring the performance of an enterprise essentially comes down to increasing economic results per cost unit. At the same time, among the existing assessment models, the management model provides the most comprehensive accounting of various aspects of operation. The main aspects for assessing the performance of enterprises include the application of a dialectical approach, compliance with certain principles, and the sequence of implemented actions. The conducted analysis of factors affecting the performance level of metal trading enterprises reveals the most negative factors: decreasing purchasing power, increasing tax burden, non-market competition, and underdeveloped industrial infrastructure. This study presents a comprehensive methodology for assessing the performance level of metal trading enterprises, the idea of which goes back to the “performance pyramid” model for analyzing and evaluating operating results developed by K. McNair and is supplemented with a system of key indicators. The proposed methodology is tested on actual enterprises in the Republic of Crimea, and recommendations for increasing the achieved level of performance are formulated.
Conclusions. The developed assessment methodology is based on the idea of performance as a pyramid, the volume of which reflects the level of performance; the sides of the base are key indicators showing the state of various aspects of the enterprise’s operation; the base area is the current potential of the enterprise formed by its activities; the pyramid’s height is the position of the enterprise in the market. The integrated index calculated based on the methodology makes it possible to assess the current performance level of the enterprise in accordance with the conventional assessment scale and to develop a list of the most significant measures for improving it.

Abstract

Aim. The presented study aims to examine the influence of the quantitative and competence composition of the participants of an innovation network on its economic efficiency.
Tasks. The author performs the benchmarking of fourteen foreign and Russian car manufacturers to develop a reference model of innovation network efficiency in the field of production of smart vehicles; collects an array of data according to two analytical indicators, including the duration of the model range update cycle and the growth rate of new car sales; evaluates the economic viability of forming an innovation network with participants balanced in terms of their specialization in the organization and implementation of innovative or production activities; compares reference data pertaining to the market of passenger cars on the one hand and integral indicators of network interaction participants in the field of creating smart vehicles on the other; analyzes the correlation between the results of evaluating the economic efficiency of network interaction and input parameters.
Methods. This study uses the methods of systems and correlation-regression analysis as well as sensitivity analysis of the developed reference model. Results. It is found that a decrease in the amount of investment results in a slight decrease in the efficiency of network interaction compared to the change in the number of participants and the corresponding competence profile. Consequently, the sensitivity of the formed network to changes in the amount of investment is lower compared to changes in the competencies of network interaction participants.
Conclusions. In the most general formulation, the selection of the subjects of an innovation network comes down to finding a dynamic balance between participants with an innovative area of competence and those who specialize in production. The methodology is tested using data on the activities of 45 industry enterprises and organizations, making it possible to identify predictive quantitative patterns in the influence of the balance of participants of the developed innovation network on the analyzed indicators of its innovation and production activities. The practical significance of the proposed approach lies in the possibility of using it for the organizational support of import substitution programs as well as for launching initiatives aimed at forming export networks in the Russian economy and orienting them towards creating a technological export flow.

Abstract

Aim. The strengthening of globalization processes goes hand in hand with the intensification of international trade in goods and services, the structure of which depends on the decisive influence of new technologies that change the nature of cross-border cooperation. This determines the goals for studying the development of transnational banking with allowance for digitalization, which serves the purpose of maintaining economic relations at this level.
Tasks. The authors consider digital technologies in banking as a resource that ensures the successful implementation of banking strategies aimed at reaching the transnational level of operation.
Methods. This study uses theoretical and general scientific methods of systems, logical, structural, and comparative analysis.
Results. It is established that changes taking place in the transnational banking business are primarily associated with the decreasing growth of the banking sector in developed countries and the increasing financial influence of countries with transitional and developing economies, including Russia.
Conclusions. Based on a review of the international and Russian experience of digitalization in the banking sector, it is concluded that an efficient strategy for the development of transnational banking involves the integration of digital and non-digital resources. The goal of this process is to develop a brand-new service for providing access to innovative banking products and services, allowing the bank to remain competitive.
