Abstract

Aim.The presented study aims to assess threats to national spatial development, determining the significance of each threat.

Tasks.The authors identify factors that influence the specific aspects of the national socioeconomic system's spatial organization; propose and test methodological tools for assessing parameters that make it possible to determine the scale of such threats.

Methods.This study uses a proprietary methodology to assess the features of spatial transformations by determining the values of a set of indicators. These can be interpreted by comparing the obtained values with threshold values, each determined individually, making it possible to calculate the significance of the estimated risk (red, yellow, or green zone).

Results.By summarizing the scientific literature, the authors identify factors of spatial development in the Russian Federation related to the parameters of spatial integrity, connectivity, uniformity, and efficiency of use. An algorithm for analyzing threats to national spatial development is proposed, which makes allowance for these specific factors. Indicators that characterize the state of each factor and criteria that make it possible to interpret each of the considered parameters are selected. Testing of the proposed methodology shows the significance of threats to spatial development in the Russian Federation. The threat of disrupting sustainable infrastructure connections between territories has a high degree of risk. The prospect of losing certain elements of the country's spatial framework, increasing spatial fragmentation, reducing connectivity and efficiency of the socio-economic space have a moderate degree of risk (although gradual deterioration of parameters associated with these threats could complicate the situation in the future, moving these threats to the "red" zone).

Conclusions. Testing of the proposed methodological tools makes it possible to identify threats to national spatial development and assess their significance for Russia. The results obtained can be useful to federal authorities responsible for implementing regional policies and setting guidelines for the country's spatial development.

Abstract

Aim. To study and design the theoretical and methodological framework for understanding the phenomenon of creativity, creativeness and their role in development of entrepreneurial competencies.

Tasks. The key objective of this article is to conceptualize the category of “entrepreneurial creativity” as a necessary component of entrepreneurial competencies development, and its significance for innovation and project activities in the modern economic paradigm.

Methods. The basis of this paper is the transdisciplinary approach combining philosophical and ethical provisions of the theory of synergetics, metaethics, and semantic theories that are fundamental for research in the field of entrepreneurship theory. The research is based on the methodological approach that provides synthesis of the methods of individualism and holism, which makes it possible to expand the range of issues of the theory of entrepreneurship development in accordance with the intersubjective nature of economic reality and the irrational component of entrepreneurial behavior.

Results. Detachment from practical interest should transform intellectual limits into limitless possibilities of entrepreneurial creativity. Irrationality in logic, which is beyond reason, contradicts logic, is usually opposed to the rational as the reasonable, expedient, justified. Any innovative problem seems to be solved not only exclusively in terms of the rational. The task of the theory of entrepreneurship is to combine the rational and the irrational on the basis of  the new methodological principle and in accordance with regularities, if any.

Conclusions.In modern Russian, for words “creativity” and “creativeness”, the tendency of interchangeability is increasing, due to merging of their semantic fields. However, the analysis shows that they have different collocability, and form various set phrases. Metalinguistic reflection requires strengthening the “creativity — creativeness” opposition. Creativity is associated with non-standard solutions or deviant behavioral features, while for innovative activities, the primary meaning of creativeness is important: creation of something new, previously non-existent. Creative destruction, which is the consequence of implementing the creative innovative idea, inevitably results in changing the present, and constructing the future. In search of meaningful response to increasing complexity and uncertainty of world development, it is necessary to design such a scientific paradigm that will allow building in entrepreneurs’ worldview structural links connecting ethics, aesthetics and economics in a way that they contribute to development of a positive suprasystem effect in the field of innovation and project activities. This is an important methodological technique for deepening self-consciousness.

Abstract

The presented study aims to identify priority directions for national policy in the context of the digitalization of the economy at the federal level. Tasks. The authors analyze program directions of the national project "Digital Economy of the Russian Federation" and determine their strategic objectives; identify products and services aimed at improving the human resources aspect of the digitalization of the economy.

Methods. This study uses general scientific methods, such as analysis, generalization, and classification. Analysis of program documents allows the authors to identify the main strategic objectives of each federal project implemented within the framework of the national program "Digital Economy of the Russian Federation".

Results. The analysis of implementation of federal projects during the digitalization of the economy in Russia makes it obvious that it is important to make allowance for the level of professional training in the field of digital technologies. Programs of educational institutions are often disconnected from the needs of the real sector of the digital economy. It is no coincidence that competencies of personnel in the field of the digital economy need to be developed. This problem is specifically addressed in the federal project "Human Resources for the Digital Economy".

Conclusions. The relevance of digital technologies in various fields is obvious, and economic activity is no exception. Technological development is the starting point of the national program "Digital Economy of the Russian Federation", which covers the time range between 2019 and 2024. One of its objectives is to monitor the development of the digital economy in the country. It also affects such areas as the establishment of businesses in this field, the e-commerce market, human resources, quantum technologies, etc. The government must successfully tackle the current challenges or risk becoming non-competitive compared to other countries. It is advisable to pay increased attention to human resources. In particular, it is necessary to create a register of training programs (bachelor's and master's degrees), that should be adopted by the leading Russian universities.

Abstract

Aim. The presented study aims to determine the peculiarities of introducing digital tools in public administration using different types of competencies.

Tasks. The author describes major prerequisites for the transformation of the public sector in the context of digitalization; analyzes modern digital technologies and the mechanism of their implementation in public services using digital platforms, assesses their role, and identifies obstacles to the digital transformation of public administration.

Methods. This study uses general scientific methods, such as the monographic method, analysis and synthesis, induction and deduction, description, and applied methods of structural, systems, and comparative economic analysis.

Results. Digital transformation of the public administration system changes the understanding of management from management as execution of functions to management as a network of  relationships between the state and its citizens. Reformation of the public administration model based on the implementation of digital solutions forms the new public administration concept. However, the results of the public administration system’s reformation using digital platforms are ambiguous and require study. One of the main obstacles to the formation of a “digital government” is the lack of competent specialists and qualified personnel skilled in the field of  information technology (IT), Internet of Things, artificial intelligence, etc. These and other technologies are vital for the formation of a high-quality public administration system. Furthermore, the new information reality places increased demands on the skills of modern public officials, whose level of competence largely determines the quality of management. This study identifies and analyzes the necessary competencies of employees involved in the public administration system at different levels.

Conclusions. Over time, digital transformation of public administration will become more evident and meaningful. It can be assumed that digitalization will make it possible to leave behind subjective decisions of individual public officials, improving the quality of provided services and reducing costs as much as possible. Digital transformation of public administration is not limited to the automation and optimization of some processes in the execution of public functions, as it also involves the implementation of modern information and communication technology (ICT) systems to improve the quality of the public administration system as a whole.

Abstract

Aim.The presented study aims to develop and substantiate recommendations for the development of companies in the aviation industry using digital technologies.

Tasks.The authors illustrate the need to use innovative business models based on modern digital technologies; provide a theoretical review of foreign and Russian scientific literature on  the topic of the study; substantiate and present research methods, including the principles of selecting companies for the examination of their business models; obtain, structure, and present the results of the examination of business models of the selected companies; formulate conclusions and provide recommendations for the development of Russian companies in the aviation industry.

Methods. To achieve the set aim, the authors examine business models of 20 innovative companies in the aviation industry, information about which is available at Crunchbase.com. Business models are analyzed using the business modeling concept proposed by A. Osterwalder and Y.  Pigneur.

Results. Business models of several innovative companies in the aviation industry are analyzed in a structured way. Recommendations for transforming the business models of companies in the aviation industry are proposed and substantiated, which should allow Russian market agents to compete on a global scale.

Conclusions.The obtained results can prove useful to representatives of various economic sectors aiming to transform the business models of their companies, government officials willing to improve innovation regulation practices, and members of the scientific community engaged in conducting similar and/or further research.

Abstract

Aim.The presented study aims to describe and analyze major opinions regarding the economic, lobbying, and geopolitical aspects of defense budget formation.

Tasks.The authors qualitatively and quantitatively assess the impact of economic, geopolitical, and lobbying factors on the level of Russian military spending.

Methods. This study uses general scientific methods of cognition to examine the effects of economic, geopolitical, and lobbying factors on the level of Russian military spending in various aspects.

Results.Currently, there is uncertainty in assessing the impact of economic and geopolitical factors, as well as lobbying, on the level of military spending. However, it can be concluded that while the factor of lobbying for the interests of companies increases the level of military spending unilaterally, the interaction between the economy and military security is assessed by scientists as negative, positive, or neutral. A certain level of defense spending is established by balancing the influence of economic, geopolitical, and lobbying factors. At the same time, the capability to significantly “boost” defense spending is a distinctive feature of geopolitical factors.

Conclusions.In today’s relatively calm geopolitical environment, the level of Russian defense spending stands at 65-75 billion US dollars (2.5–4.0% of GNI). However, geopolitical factors can raise the level of military spending to 300 billion dollars per year or even higher (20% of GNI and more). According to rough estimates based on data on the formation of US military spending, lobbying influences about 10% of defense spending.

Abstract

Aim. The presented study aims to substantiate the strategic role of B2B e-commerce tools for agro-industrial holdings in the Russian meat industry.

Tasks.The authors identify global and national trends and patterns that increase the importance of e-commerce in the exchange of goods between companies; determine the role of B2B e-commerce tools in the strategic management systems of agro-industrial holdings; illustrate the strategic importance of B2B e-commerce tools for the development of agro-industrial holdings.

Methods.This study uses the theory of strategy and the strategizing methodology developed by foreign member of the Russian Academy of Sciences (RAS), PhD in Economics, Professor V.L. Kvint to evaluate the role of B2B e-commerce tools in the strategies of agro-industrial holdings in the Russian meat industry. The positive effect of these tools on the population’s quality of life is highlighted as the main reference point of any strategy.

Results. Global trends in the fields of robotics, digitalization, and global epidemics are increasing the importance of e-commerce, including in the meat industry, where agro-industrial holdings have a high potential to take leading positions. The urgency of seizing this opportunity is emphasized by the complex economic, political, and epidemiological situation that dictates the need for the strategic modernization of business. The theory of strategy and the strategizing methodology developed by V.L. Kvint define innovation as a source of strategic advantage. When considered from the perspective of Schumpeter’s concept of new combinations, B2B e-commerce tools can serve the purpose of reorganizing and developing a new sales market, making it possible to accelerate turnover with partners, increase the speed of demand analysis and sales management, optimize a number of key business processes, provide a flexible pricing policy, improve the image of enterprises, and create a strategic supply of demand for emergency periods.

Conclusions. The introduction and use of B2B e-commerce tools can provide a number of competitive advantages for agro-industrial holdings, increasing their sustainability during emergency periods and improving the physical and economic accessibility of meat products to consumers.

Abstract

Aim. The presented study aims to analyze factors affecting the way international negotiations are organized and conducted in the context of the COVID-19 pandemic.

Tasks. The authors determine the positive and negative consequences of the pandemic for international negotiations and predict further development of the situation in this area.

Methods. This study uses general scientific methods of cognition to examine the problem of reorganization of business activity in various aspects and identify characteristic trends in the current economic situation.

Results. The coronavirus pandemic has had a strong impact on the daily lives of people, their interactions, and business communication. COVID-19 has led to significant transformations in business communication, emergence and modernization of various services for online interaction, including for conducting business negotiations. It is against this background that the attention to cybersecurity issues as a threat in the transition to online communication has increased.

Conclusions. Examination of the impact of the COVID-19 pandemic on the way international negotiations are organized and conducted makes it possible not only to identify factors affect ing the transformation of all activities, but also to assess the consequences of ongoing changes and developments in the field of business communication.
