Abstract
For ensuring the sustainable socio-economic development of a country, region, or municipality, education is an essential goal of the economic policies of government authorities at all levels. When implementing the foregoing policies using strategic management tools, it is crucial to determine the scope of the objectives that would ensure such development. Aim. This study is aimed at determining approaches toward substantiating and selecting the objectives of socio-economic development within the framework of strategic planning. Tasks. This study analyzes approaches to the definition of “sustainable socio-economic development” and identifies the basic principles and scope of the objectives that would ensure sustainable socio-economic development through the example of St. Petersburg. Results. The scope of the strategic objectives that would ensure a city’s sustainable socioeconomic development is analyzed. An original approach to the definition of “sustainable socioeconomic development” is proposed, which interprets development as a goal-oriented, continuous process of satisfying social and personal requirements on the basis of the increasing economic capabilities of the socio-economic system under conditions of the rational use of resources and environmental protection.

Abstract
This study is aimed at examining the phenomenon of economic patriotism in the modern theoretical and practical pedagogy from the perspective of a systematic phenomenological approach. Aim. This study aims to analyze the phenomenon of economic patriotism among students in the Russian and foreign pedagogy based on the available information and perform a theoretical and methodological analysis of the definition of “economic patriotism of students”. Tasks. This study identifies the means and ways of economic patriotism formation among students in the context of economic changes in Russia. Methods. This study uses general methods of scientific cognition to examine the key aspects of the problem of patriotic education of students. Results. The modern economic system of the Russian market requires the adoption of systematic, adequate and urgent measures aimed at protecting the interests of the individuals, community, nation and government across all directions, which should in turn include managerial, ideological and psychological measures. Economic patriotism is one of the crucial resources and directions for consolidating the efforts of the society in confronting the threats posed by globalization, overcoming its consequences and making the most of the opportunities that this process presents. In this regard, major approaches to the analysis of the current economic processes are substantiated from the perspective of the formation of economic patriotism at an international, Russian, and university level. Conclusion. Examination of the phenomenon of economic patriotism in theoretical and practical pedagogy shows that this problem is urgent and requires further consideration, which indicates the need for its development using a technological approach that would make it possible to develop a methodology for increasing the level of formation of economic patriotism among university students.

Abstract
This study is dedicated to the development of the scientific, organizational and technological basis for establishing competence centers (CC) of the System of Distributed Situation Centers (SDSC) in the Russian Federation, which should play an important coordinating role in the solution of problems associated with the digital transformation of the Russian economy. Aim. This study aims to substantiate the necessity of establishing CCs at the federal and regional level with the purpose of providing government authorities and administrative bodies of the Russian Federation with adequate science-based methodology and advanced intelligent information technologies for proactive monitoring, prediction and managerial decision-making. Furthermore, the study aims to determine the purpose of ССs for the solution of problems associated with maintaining the required level of sustainable functioning of socio-economic, industrial, technological and natural objects and processes of various classes in the context of the formation of digital economy as well as potential emergencies caused by socio-economic, military and political crises, natural and man-made disasters. Methods. This study uses generalized systems analysis and the modern theory of proactive management of complex objects as basic research methodology. Results. Generally, the development and modernization of CCs for ensuring technological independence of Russian developers from foreign manufacturers in the field of design, development, exploitation and modernization of model, algorithmic, technical, information support and software for management systems should be aimed at the methodology and system solutions already implemented during the development of the national intellectual analytics platform based on a single trusted unified multi-functional information and communication infrastructure for the design, development, deployment and exploitation of distributed decision-making support systems in the ICSs of military and government administration based on the implementation of the technological chain “data - information - knowledge - decisions”. Conclusion. This study determines the goals, objectives, scientific, technical, organizational and technological bases for the CC development program aimed at the functioning and further development of SDSCs in the Russian Federation.

Abstract
This study is dedicated to examining the modern Russian shipbuilding industry and major innovative projects of icebreakers for the efficient navigation along the Northeast Passage. Aim. This study aims to present advanced innovative projects of icebreakers under development or construction based on the current state of the modern Russian icebreaking fleet. Tasks. The construction of the modern Russian icebreaking fleet involves the following objectives: •• creating an efficient maritime transport system capable of providing uninterrupted year-round shipment of the extracted hydrcarbons and their derivatives, equipment delivery and cargo transit; •• providing supership escort; •• ensuring the navigation of transport ships through patch ice in the context of the development of new tactical maneuvers for escorting superships with icebreakers. Methods. This study identifies and systematizes innovative projects for the efficient maintenance of the Northeast Passage using general methods of scientific cognition (analysis, synthesis, comparison, material modeling, etc). Results. Efficient navigation along the Northeast Passage and exploitation of the Arctic fields requires a large number of icebreakers and ice-going ships capable of providing appropriate speed of navigation through ice. Considering the significant duration and prospects of the development of coastal and maritime infrastructure along the Northeast Passage, the Russian industry in general is ready to adapt to working on the design and construction of icebreakers and other transport. The long-term nature of such work facilitates using the existing production capacity to the limit, thus leading to additional spiral development of the shipbuilding complex and the associated industries. Conclusion. Having examined the major innovative icebreaker projects, the author concludes that they are aimed at using state-ofthe-art shipbuilding technology for the development of Northeast Passage, with advanced nuclear-powered icebreakers being the primary product.

Abstract
This study is dedicated to developing a tool for ranking enterprises according to their vulnerability during a downturn when deciding on the priority bailout support measures. Aim. This study aims to assess the vulnerability of enterprises during a downturn by developing a quantitative index of enterprise nonagility. Tasks. This study identifies the main features of enterprises with poor agility; generates quantitative assessments of the major factors that reflect the identified features; determines significant factors that can reduce the nonagility of an enterprise; develops an integral non-agility index for enterprises with poor agility based on the identified factors. Methods. A method of weighted assessment of the significant factors that affect the nonagility of an enterprise is used in order to develop an integrated index. Results. Seven factors that have a significant impact on the non-agility of an enterprise are identified. An integrated non-agility index is developed. The obtained integrated index can be used for building an efficient management system for an enterprise with poor agility during a downturn with the purpose of maintaining the enterprise’s primary activities and minimizing the impact of the downturn. For this purpose, it is proposed to use an integrated non-agility index as a controlled parameter in addition to the demand contraction index. Conclusion. The development of bailout support measures requires enterprise ranking according to their vulnerability during a downturn. Such ranking would allow efficient and timely support of enterprises with the purpose of maintaining their primary activities. The developed integrated non-agility index can serve as an appropriate tool for solving the problem of enterprise ranking.

Abstract
Aim. This study aims to consider proposals to identify new opportunities and threats emerging as a result of the impact of globalization on the functioning and development of modern enterprises and the national economy as a whole. From this perspective, it is necessary to determine the nature of the impact of globalization on the activities of various economic entities, particularly in relation to small and medium enterprises. Methods. The principles of globalization and the nature of its impact on economic and noneconomic processes are analyzed. Methods and tools that modern enterprises should use in order to ensure efficient functioning and development and minimize internal and external risks are identified. Results. This study provides guidelines on the improvement of managerial acivities of the owners and managers of Russian etnerprises aimed at examining the existing economic potential and its efficient use with the purpose of gaining a foothold in the market and enhancing strategic competitiveness.

Abstract
This study is dedicated to the problems of ISO 9001:2015, which addresses quality management systems. The focus herein is on the implementation of this standard in educational organizations. Aim. This study is aimed at examining the key problems associated with the implementation and use of ISO 9001:2015 in educational organizations. Tasks. This study determines solutions to the foregoing problems that would improve the efficiency of management systems in educational organizations and the quality of educational services. Methods. This study uses general methods of scientific cognition (analysis, induction, and deduction) to examine issues associated with the use of risk-oriented approaches in educational organizations, identification and classification of risks, and opportunities for the integration of international and national standards with the purpose of improving the efficiency of management systems and the quality of educational services. Results. The crucial problem associated with implementing the ISO 9001:2015 standard in educational organizations is the lack of understanding of the division of risks into strategic and operational risks. Risk classifications developed by educational organizations are adequate but do not provide insights into the causes of different kinds of risks. Without a clear division of risks into strategic and operational risks, it is impossible to determine the nature of risks, optimize approaches to their mitigation, or plan such actions. The classification and compartmentalization of risks should serve the purpose of risks’ accurate attribution to decision-making levels (according to their priority) and the establishment of risk liabilities in accordance with the functional competencies of the risk owner. An equally important problem of quality management systems in educational organizations is the substitution of inconsistencies for risks or the confusion of risks. Furthermore, apart from ISO 9001:2015, other international and national standards are also under-utilized. The integration of their requirements would make it possible to devise optimal management system models for educational organizations as well as to achieve efficiency in the risk management and competitiveness of educational services. Conclusion. The transition of quality management systems of educational organizations toward the requirements of ISO 9001:2015 should begin with addressing the following problems: the identification of risks and their division into strategic and operational risks with the subsequent determination of mitigation approaches; the separation of risks and inconsistencies in educational organizations; and the integration of the requirements of certain international and national standards during the improvement of educational organizations’ quality management systems with the purpose of improving their efficiency and the quality of educational services in general.

Abstract
This study is aimed at examining changes in the modern socio-economic systems and determining the role of universities as drivers of progressive development. Tasks. This study assesses and compares approaches to the description of the structure and dynamics of socio-economic development in Russia and other countries, and determines the role of universities in its stimulation and support. Based on the above, the study proposes measures for increasing the efficiency of functioning of Russian universities through special structural measures and improved management. Methods. This study uses general methods of scientific cognition, comparative, statistical and historical analysis to identify the problems of modern socio-economic development, describe system properties of universities as potential drivers of development based on structural analysis, substantiate the necessity of structuring (towards hierarchization) of the Russian system of higher education and describe the major directions of university transformation based on the analysis of empirical data. Results. The features of “new normal” as a complex system characteristic of the modern economy are identified. An approach to development on the basis of “new future” is proposed based on critical analysis. The role of universities as academic and cultural centers in the formation of the “new future” model is shown. The tendency for the structure of the system of higher education in Russia to grow more complex is determined and rated positively. Directions for the improvement of university management from the perspective of stimulation and support of socio-economic development are proposed. Conclusion. Nowadays, both the world and Russia have reached the bifurcation point. It is necessar to move from “new normal” towards “new future”. Universities can play the key role in the transition towards such model of efficient growth. This requires them to change their organizational structure and approaches to management both at macro- (education system) and micro-level (university management system).

Abstract
This study evaluates the development of the system of government regulation and support of small and medium enterprises within the framework of a program- and goal-oriented approach in the Nenets Autonomous Okrug. Aim. This study aims to analyze the results of the development of government regulation and support of small and medium enterprises in the Nenets Autonomous Okrug. Tasks. This study performs a comparative analysis of the implementation of the government program on “Development of Entrepreneurship in the Nenets Autonomus Okrug” in 2015-2016, evaluates the level of achievement of the Program’s target indicators and assesses its efficiency. Methods. This study uses a program- and goaloriented approach. Results. The results of the development of government regulation and support of small and medium enterprises in the Nenets Autonomous Okrug are examined. A comparative analysis of the implementation of the government program on “Development of Entrepreneurship in the Nenets Autonomus Okrug” is performed, the level of implementation of the Program’s measures is evaluated, and the results of the assessment of government program implementation efficiency in 2015-2016 are discussed. Conclusion. The efficiency of government program implementation in the Nenets Autonomus Okrug is high. The establishment of a new organization in the infrastructure of SME support - the Business Promotion Center of the Nenets Autonomous Okrug - has become a turning point in the development of the institutional environment during the examined period. It effectively combines three structures: the Nenets Leasing Company, Entrepreneurship Support Foundation, and a business incubator.

Abstract
Aim. This study is dedicated to the determination of a set of measures aimed at ensuring the efficient functioning of the information security management system (ISMS) of a government agency (GA) and proposing managerial solutions on the basis of the assessment of the system. Tasks. This study develops a set of measures obtained during the assessment of information security (IS) risk control measures aimed at improving managerial decisions and ISMS. Methods. This study uses general scientificcognition, expert assessment, and statistical data-processing methods to develop proposals for improving managerial decision management. Results. This study presents the results of an experimental ISMS audit procedure using a systems approach for obtaining assessments of the current state of the ISMS of a GA that includes the legislative, administrative, technical, organizational, and social components. Conclusion. The social and economic security of the IS administrator represents the main IS risks. Managerial decisions should be aimed at improving the ISMS of a GA through guidelines for the improvement of resources with the purpose of ensuring the functioning of the management system.
