Competence Centers as the Organizational and Technological Basis for the System of Distributed Situation Centers in the Russian Federation

Abstract

This study is dedicated to the development of the scientific, organizational and technological basis for establishing competence centers (CC) of the System of Distributed Situation Centers (SDSC) in the Russian Federation, which should play an important coordinating role in the solution of problems associated with the digital transformation of the Russian economy. Aim. This study aims to substantiate the necessity of establishing CCs at the federal and regional level with the purpose of providing government authorities and administrative bodies of the Russian Federation with adequate science-based methodology and advanced intelligent information technologies for proactive monitoring, prediction and managerial decision-making. Furthermore, the study aims to determine the purpose of ССs for the solution of problems associated with maintaining the required level of sustainable functioning of socio-economic, industrial, technological and natural objects and processes of various classes in the context of the formation of digital economy as well as potential emergencies caused by socio-economic, military and political crises, natural and man-made disasters. Methods. This study uses generalized systems analysis and the modern theory of proactive management of complex objects as basic research methodology. Results. Generally, the development and modernization of CCs for ensuring technological independence of Russian developers from foreign manufacturers in the field of design, development, exploitation and modernization of model, algorithmic, technical, information support and software for management systems should be aimed at the methodology and system solutions already implemented during the development of the national intellectual analytics platform based on a single trusted unified multi-functional information and communication infrastructure for the design, development, deployment and exploitation of distributed decision-making support systems in the ICSs of military and government administration based on the implementation of the technological chain “data - information - knowledge - decisions”. Conclusion. This study determines the goals, objectives, scientific, technical, organizational and technological bases for the CC development program aimed at the functioning and further development of SDSCs in the Russian Federation.
