Эволюция цифровых технологий управления территорией

   Цель. Разработка этапов внедрения цифровых технологий во взаимосвязи с уровнями цифровой зрелости органов управления территорией.

   Задачи. Критический анализ предшествующих исследований о цифровых технологиях в управлении территориями; выделение этапов эволюции применения цифровых технологий и соотнесение их с уровнями цифровой зрелости органов управления территорией; обсуждение возможностей экономической оценки эволюции в использовании цифровых технологий.

   Методология. Автором применены метод системного логического анализа и структурно-функциональный подход в процессе исследования региональных команд управления и функций региональных управленцев. Информационной базой послужили опубликованные статьи, проиндексированные в мировой базе данных Science Direct. Для структурирования результата использована авторская разработка уровней цифровой зрелости организации.

   Результаты. К уровням цифровой зрелости органов территориального управления отнесены такие цифровые технологии, как мобильная связь, большие данные, искусственный интеллект, блокчейн, дополненная реальность, интернет вещей, робототехника, виртуальная реальность, нейротехнологии, квантовые технологии. Обосновано возрастание цифровой инструментальной оснащенности управленческой деятельности как эволюции в применении цифровых технологий территориальными органами управления.

   Выводы. Согласно авторской позиции, оценка используемых для управления территорией цифровых технологий может быть проведена и по результатам применения, и с учетом снижения издержек управления при цифровизации указанных процессов.

   Научная новизна полученного результата состоит в разработке этапов внедрения цифровых технологий во взаимосвязи с уровнями цифровой зрелости органов управления территорией, дополняющих существующие методы прогнозирования развития процессов цифровизации в современном обществе.
