Цель. Разработка механизма развития образовательной инфраструктуры креативных индустрий регионов Северо-Западного федерального округа (СЗФО) в условиях цифровой трансформации на основе изучения и систематизации главных подходов, методов и моделей устойчивого развития этих регионов.
Задачи. Исследовать в условиях цифровой трансформации влияние креативных индустрий и образовательной инфраструктуры на устойчивое развитие регионов СЗФО с позиций социально-экономического и экологического развития; разработать механизм развития образовательной инфраструктуры креативных индустрий регионов СЗФО; выделить главные структурные элементы, позволяющие при реализации механизма обеспечивать получение объективной оценки влияния образовательной инфраструктуры креативных индустрий на устойчивое развитие регионов СЗФО.
Методология. Применены методы системного и сравнительного анализа, синтеза, группировок. В качестве информационной базы использованы законодательные и нормативно-правовые документы Российской Федерации, регионов СЗФО, регулирующие вопросы развития образовательной инфраструктуры и креативных индустрий.
Результаты. Анализ причинно-следственных связей влияния креативных индустрий и образовательной инфраструктуры на устойчивое развитие регионов СЗФО в условиях цифровой трансформации показал целесообразность проведения дальнейших исследований в направлении развития образовательной инфраструктуры креативных индустрий как одного из факторов устойчивого развития указанных регионов. Это необходимо учитывать при разработке региональных стратегий социально-экономического и экологического развития. Предлагается механизм развития образовательной инфраструктуры креативных индустрий, основанный на архитектуре сотрудничества, превращающего все уровни образования из пассивного поставщика кадров в активного участника развития креативных индустрий СЗФО, выделены его ключевые структурные элементы. При реализации такого механизма становится возможным постоянно осуществлять мониторинг образовательной инфраструктуры креативных индустрий в целях получения объективной оценки уровня развития образова тельной инфраструктуры креативных индустрий как определяющего фактора роста доли валовой добавленной стоимости креативной экономики в валовом региональном продукте в субъектах СЗФО для сектора экономики с высокой долей интеллектуального труда.
Выводы. Прослеживается позитивное влияние креативных индустрий и образовательной инфраструктуры на устойчивое развитие регионов СЗФО, в том числе их экологическую устойчивость (снижение нагрузки на экосистемы, возможность перехода к «циркулярной экономике», продвижение экологических ценностей), социальную (создание новых форматов занятости для лиц всех возрастов с привязкой к привычной среде для проживания и возможностью выхода со своими продуктами или услугами на глобальные рынки), устойчивость через создание товаров, оказание услуг с высокой долей интеллектуальной собственности, «креативизацию» существующих традиционных отраслей в условиях их цифровизации. Показана возможность достижения системного эффекта (синергии) развития креативных индустрий и цифровой трансформации с учетом отраслевой специфики регионов СЗФО, через формирование цифровых экосистем, креативных кластеров, цифровизацию традиционных отраслей. Раскрыто влияние образовательной инфраструктуры креативных индустрий на устойчивое развитие регионов СЗФО через подготовку кадров для цифровых креативных индустрий и снижение общей нагрузки на экосистемы, для экологического просвещения; формирование ценностных ориентиров и компетенций через образовательные программы и проекты, включая образовательные и креативные компоненты (ориентированные на экологическую устойчивость); удержание и привлечение молодежи в регионы за счет создания новых форматов занятости (требующих непрерывного обучения), опорных организаций, сохранение и использование исторических пространств для образования и самореализации населения всех возрастов (в аспекте социальной составляющей); реализацию образовательных проектов на всех уровнях системы образования, оказание образовательной и информационной поддержки представителям малого и среднего предпринимательства (в аспекте корпоративной составляющей управления). Разработан механизм развития образовательной инфраструктуры креативных индустрий СЗФО, а также выделены следующие структурные элементы: объект и субъекты управления, образовательная инфраструктура, цифровая инфраструктура. Их взаимодействие поможет обеспечить создание ядра (цифрового, сетевого и интеллектуального) как системного интегратора в виде региональной платформы для сетевого взаимодействия креативных индустрий, обеспечить рост доли валовой добавленной стоимости креативной экономики в валовом региональном продукте в указанных субъектах как сектора экономики с высокой добавленной стоимостью.
Aim. This work aimed to develop a mechanism for developing the educational infrastructure of creative industries in the regions of the Northwestern Federal District (NWFD) in the context of digital transformation based on the study and systematization of the main approaches, methods, and models for sustainable development in these regions.
Objectives. The work seeks to study the impact of creative industries and educational infrastructure on the sustainable development of NWFD regions in the context of digital transformation from the perspective of socioeconomic and environmental development; to develop a mechanism for developing the educational infrastructure of creative industries in NWFD regions; and to identify the key structural elements that will enable the implementation of this mechanism to ensure an objective assessment of the impact of the educational infrastructure of creative industries on the sustainable development of NWFD regions.
Methods. The study employed methods of systemic and comparative analysis, synthesis, and grouping. Legislative and regulatory documents of the Russian Federation and NWFD regions governing the development of educational infrastructure and creative industries were used as the information base.
Results. An analysis of the cause-and-effect relationships between the influence of creative industries and educational infrastructure on the sustainable development of the NWFD regions in the context of digital transformation has demonstrated the feasibility of further research into the development of educational infrastructure for creative industries as a factor in the sustainable development of these regions. This should be taken into account when developing regional strategies for socioeconomic and environmental development. The work proposes a mechanism for developing educational infrastructure for creative industries, based on a collaborative architecture that transforms all levels of education from passive suppliers of personnel into active participants in the development of creative industries in the Northwestern Federal District, while its key structural elements are highlighted. Implementation of this mechanism will enable continuous monitoring of the educational infrastructure for creative industries in order to obtain an objective assessment of the level of development of educational infrastructure for creative industries as a determining factor in the growth of the share of gross value added of the creative economy in the gross regional product in the constituent entities of the Northwestern Federal District for economic sectors with a high share of intellectual labor.
Conclusions. The positive impact of creative industries and educational infrastructure on the sustainable development of the NWFD regions is traced, including their environmental sustainability (reduced burden on ecosystems, the possibility of transition to a closed-loop economy, promotion of environmental values), social sustainability (creation of new employment formats for people of all ages linked to the familiar living environment and the possibility of entering global markets with their products or services), sustainability through the creation of goods, provision of services with a high share of intellectual property, and creativity of existing traditional industries in the context of their digitalization. The work demonstrates the possibility of achieving a systemic effect (synergy) in the development of creative industries and digital transformation, taking into account the industry specifics of the NWFD regions, through the formation of digital ecosystems, creative clusters, and digitalization of traditional industries. The influence of the educational infrastructure of creative industries on the sustainable development of the NWFD regions is revealed through the training of personnel for digital creative industries and a reduction in the overall burden on ecosystems, for environmental education. The work also reveals the development of value orientations and competencies through educational programs and projects, including educational and creative components (focused on environmental sustainability); the retention and attraction of the young people to the regions through the creation of new employment formats (requiring continuous learning), support organizations, and the preservation and use of historical spaces for education and self-actualization for people of all ages (in terms of the social component); the implementation of educational projects at all levels of the education system, and the provision of educational and informational support to small and medium-sized businesses (in terms of the corporate management component). A mechanism for the development of the educational infrastructure of the NWFD creative industries has been developed, and a number of structural elements have been identified, namely the object and subjects of management, educational infrastructure, and digital infrastructure. Their interaction will help ensure the creation of a core (digital, networked, and intelligent) as a system integrator in the form of a regional platform for the networking of creative industries, and ensure the growth of the share of the creative economy’s gross added value in the gross regional product in the specified constituent entities as high-value-added economic sectors.
