Проанализировать современные механизмы государственного управления устойчивым развитием (УР) с акцентом на энергетическом переходе и климатической повестке.</p></sec><sec><title>Задачи</title><p>Задачи. Основное внимание уделить стратегиям и практикам, принятым в Китае и России, сравнивая их подходы к достижению целей УР; исследовать международный опыт, провести анализ инвестиций в возобновляемые источники энергии (ВИЭ) и декарбонизацию; рас[<xref ref-type="bibr" rid="cit1">1</xref>]смотреть принятые нормативно-правовые акты и стратегии управления в этих сферах; изучить национальные и международные стратегии, законодательство и практики, направленные на повышение доли ВИЭ и сокращение выбросов углекислого газа; оценить эффективность принимаемых мер по управлению УР (с особым вниманием к энергетической и климатической сферам); выявить успешные практики и стратегии в области УР, которые могли бы быть адаптированы или внедрены в других странах или регионах.</p></sec><sec><title>Методология</title><p>Методология. Настоящая статья базируется на анализе данных отчетов международных организаций, статистических данных государственных органов, а также на обзоре национальных стратегий и законодательства. Проведено сравнение механизмов и результатов управления ВИЭ, климатической политикой и декарбонизацией в разных странах.</p></sec><sec><title>Результаты</title><p>Результаты. Несмотря на различия в подходах и стратегических приоритетах, и Россия, и Китай прилагают значительные усилия для ускорения перехода к устойчивым энергетическим системам и сокращению выбросов парниковых газов. Однако Китай демонстрирует более активную и амбициозную политику в области ВИЭ и климатических инициатив, а Россия находится на ранней стадии этого процесса.</p></sec><sec><title>Выводы</title><p>Выводы. Сделан акцент на важности глобального и регионального сотрудничества в обмене опытом и технологиями для достижения целей УР. И Россия, и Китай демонстрируют растущее понимание необходимости регулирования сферы УР, однако подходы и стратегии стран отличаются в зависимости от внутренних и внешних факторов.</p></sec></abstract><trans-abstract xml:lang="en"><sec><title>Aim</title><p>Aim. To analyze contemporary mechanisms of public governance of sustainable development (SD) with a focus on the energy transition and climate agenda.</p></sec><sec><title>Objectives</title><p>Objectives. To focus on strategies and practices adopted in China and Russia, comparing their approaches to achieving SD goals; to examine international experience, analyze investments in renewable energy sources (RES) and decarbonization; to review adopted regulations and management strategies in these areas; to study national and international strategies, legislation and practices aimed at increasing the share of RES and reducing carbon dioxide emissions; to assess the effectiveness of measures taken to manage SD (with special attention to the e</p></sec><sec><title>Methods</title><p>Methods. This article is based on the analysis of data from reports of international organizations, statistical data of governmental bodies, as well as on the review of national strategies and legislation. Mechanisms and results of RES management, climate policy and decarbonization in different countries are compared.</p></sec><sec><title>Results</title><p>Results. Despite differences in approaches and strategic priorities, both Russia and China are making significant efforts to accelerate the transition to sustainable energy systems and reduce greenhouse gas emissions. However, China demonstrates a more active and ambitious RE policy and climate initiatives, while Russia is at an early stage of this process.</p></sec><sec><title>Conclusions</title><p>Conclusions. The importance of global and regional cooperation in sharing experiences and technologies to achieve SD goals is emphasized.
