Определить объективные причины замедления ESG-перехода, а также перечень рисков и ограничений текущего вектора развития климатической повестки, которые зачастую игнорируют разработчики «зеленых» стандартов и таксономий.</p></sec><sec><title>Задачи</title><p>Задачи. Оценить инициативы ESG-перехода в период пандемии коронавирусной инфекции COVID-19; выявить неочевидные барьеры и ограничения ESG-перехода; раскрыть причины, которые определили текущий вектор развития климатической повестки.</p></sec><sec><title>Методология</title><p>Методология. Исследование построено на анализе эмпирических данных. Их обработка показала, что относительно темы ESG часто транслируются идеи международной климатической повестки, но критических статей и обзоров об этом очень мало.</p></sec><sec><title>Результаты</title><p>Результаты. Текущий вектор развития климатической повестки обусловлен прежде всего целями ее инициаторов — международных экономических организаций. В их числе — Организация экономического сотрудничества и развития (ОЭСР), Международный валютный фонд (МВФ) и Всемирная торговая организация (ВТО). Распространяемые представления о глобальных экологических кризисах, с которыми неизбежно столкнутся будущие поколения, если не принять меры, способствующие переходу к устойчивому развитию, — это лишь политический инструмент конкурентной борьбы на рынке углеводородов. Ввиду отсутствия сильных технологических решений инвестиции в «зеленые» активы можно рассматривать как высокорисковые с учетом спекулятивности их природы.</p></sec><sec><title>Выводы</title><p>Выводы. Несмотря на приоритеты глобальной экономической повестки, существуют сомнения в ее целостности, поскольку она не учитывает ряд ограничений и обстоятельств, в том числе неучет масштаба напряжения сырьевой базы, необходимой для преобразования глобальной энергетической системы; отсутствие технологий, позволяющих эффективно перерабатывать большие объемы вышедших из эксплуатации так называемых возобновляемых источников энергии; отсутствие энергетических технологий, запрос на которые пока неочевиден; эффект «отскока», то есть речь идет о том, что повышение эффективности использования ресурсов практически всегда поглощается увеличением потребления ресурсов. В результате участники рынка нередко используют так называемый greenwashing (или «зеленый камуфляж»), чтобы формально удовлетворить требования, а точнее, изобразить «зеленость» своей технологии/продукции.</p></sec></abstract><trans-abstract xml:lang="en"><sec><title>Aim</title><p>Aim. To identify objective reasons for the slowdown of ESG-transition, as well as a list of risks and limitations of the current vector of development of the climate agenda, which are often ignored by developers of “green” standards and taxonomies.</p></sec><sec><title>Tasks</title><p>Tasks. To evaluate ESG transition initiatives during the COVID-19 coronavirus pandemic; to identify non-obvious barriers and constraints to ESG transition; and to uncover the reasons that have shaped the current vector of the climate agenda.</p></sec><sec><title>Methods</title><p>Methods. The study is based on the analysis of empirical data. Their processing showed that ideas of the international climate agenda are often broadcast regarding the ESG topic, but there are very few critical articles and reviews about it.</p></sec><sec><title>Results</title><p>Results. The current vector of development of the climate agenda is primarily conditioned by the goals of its initiators - international economic organizations. These include the Organization for Economic Cooperation and Development (OECD), the International Monetary Fund (IMF) and the World Trade Organization (WTO). The propagated notions of global environmental crises that future generations will inevitably face unless measures are taken to facilitate the transition to sustainable development are only a political tool for competing in the hydrocarbon market. Given the lack of strong technological solutions, investments in green assets can be seen as high-risk given their speculative nature.</p></sec><sec><title>Conclusions</title><p>Conclusions. Despite the priorities of the global economic agenda, there are doubts about its integrity, as it fails to take into account a number of constraints and circumstances, including failure to take into account the scale of the raw material strain required to transform the global energy system; the lack of technologies to efficiently process large volumes of retired so-called renewable energy sources; the lack of energy technologies for which demand is not yet evident; and the “rebound” effect, i.e. the question of what happens next.
