Проанализировать и выявить «узкие места» Вьетнама на пути к достижению цели всеобщего охвата здравоохранением населения страны.</p></sec><sec><title>Задачи</title><p>Задачи. Провести анализ ситуации по реализации целей устойчивого развития в аспекте обеспечения доступности услуг здравоохранения; оценить ситуацию относительно доступности услуг здравоохранения во Вьетнаме; оценить потенциал медицинского страхования для достижения всеобщего охвата услугами здравоохранения как цели социально-экономического развития Вьетнама.</p></sec><sec><title>Методология</title><p>Методология. Авторами использованы в процессе исследования такие виды анализа, как статистический, эмпирический и сравнительный.</p></sec><sec><title>Результаты</title><p>Результаты. Достижение цели всеобщего охвата услугами здравоохранения в стране подразумевает не только финансирование здравоохранения. Оно отражает важность обеспечения равного доступа к качественным медицинским услугам и реализации права на здоровье, особенно для уязвимых групп населения. Проанализированы следующие аспекты: охват населения, организация системы финансирования, расходы на медицинское обслуживание домохозяйств. Финансирование программ здравоохранения во Вьетнаме увеличивается. Но из-за сохраняющейся бедности в стране, высокой доли расходов домохозяйств из собственных средств на медицинские услуги, а также с учетом числа вызовов, связанных с пандемией новой коронавирусной инфекции COVID-19, сохраняются риски недостижения цели всеобщего охвата в ближайшей перспективе.</p></sec><sec><title>Выводы</title><p>Выводы. Для достижения Вьетнамом поставленной цели необходимо внедрить эффективные механизмы обязательного и добровольного медицинского страхования (ДМС). Такая дополнительная финансовая защита рассматривается как способ предоставить возможность большему числу людей пользоваться необходимыми услугами без риска катастрофических затрат на медицинские услуги, эффективно приближаясь к цели всеобщего охвата услугами здравоохранения граждан Социалистической Республики Вьетнам (СРВ).</p></sec></abstract><trans-abstract xml:lang="en"><sec><title>Aim</title><p>Aim. The presented study aims to analyze and identify the “bottlenecks” Vietnam may face on the way to achieving the goal of universal health coverage of the country’s population.</p></sec><sec><title>Tasks</title><p>Tasks. The authors analyze the situation regarding the implementation of sustainable development goals in terms of ensuring the availability of health services; assess the situation regarding the availability of health services in Vietnam; assess the potential of health insurance to achieve universal health coverage as a goal of Vietnam’s socio-economic development.</p></sec><sec><title>Methods</title><p>Methods. This study uses statistical, empirical, and comparative analysis.</p></sec><sec><title>Results</title><p>Results. Achieving the goal of universal health coverage in the country requires more than just financing health care. It reflects the importance of ensuring equal access to quality health services and enforcing the right to health, especially for vulnerable groups. The authors analyze population coverage, the organization of the financing system, and the cost of medical care for households. Funding for health programs in Vietnam is increasing. However, due to the enduring poverty in the country, households spending a large share of their own funds on health services, and the number of challenges associated with the COVID-19 new coronavirus pandemic, there is still a risk of not achieving the goal of universal coverage in the near term.</p></sec><sec><title>Conclusions</title><p>Conclusions. To achieve the set goal, Vietnam needs to introduce effective mechanisms of compulsory and voluntary health insurance (VHI).
